If I want to apply for a scholarship that requires enrollment to a university in a certain country first, does that mean I should apply to institution of my choice then send my credentials to them and pay fee for the first semester?



Not necessarily. You can get admission to your institution of choice then await the scholarship's funds to begin your academic year.

If possible you can still cater for a certain amount if you are required by the institution before securing admission.
