Scholarship/Grant for Masters Distance Learning

I applied and was admitted for a flexible Distance Learning Masters in Investment Promotion and Economic Development which is a very good course for my career as I am working as a Tax/Trade facilitation officer in an Investment Promotion Agency but I have failed to get sponsorship. How do I get sponsorship for such a course?

The website has a number of distance learning scholarships.

Unfortunately, these are affiliated to particular universities and I am yet to see such scholarships for students already enrolled in distance learning courses elsewhere.
