Role Purpose:

The Senior Procurement Manager is responsible for the overall management of the Procurement Unit at the National Level, responsible for the sourcing, purchasing, and contracting of goods and services within Ethiopia.

Coordinating with the Regional Procurement Unit (RPU) on all international procurements managing orders and stakeholder relationships for a complex and diverse program portfolio.

Key Areas of Accountability:

Support the Delivery of SCI Ethiopia Sourcing Strategy:

  • Under the direction of the Supply Chain Director (SCD), undertake market research and analysis, run tenders and set up pre-qualified supplier lists and Framework Agreements (FWA) where appropriate for key spend categories in Addis Ababa and field offices
  • Manage suppliers professionally and proactively, providing feedback to improve performance and leading periodic review meetings, including RPU coordination
  • Implement all new procurement software platforms and tools ensuring that are fully utilised throughout the country program, providing high level strategic direction and support.
    This includes playing a leading role in ensuring the CO has completed Supply Chain-related readiness activities for the Source to Pay project, and that post Go-Live the CO gains as much value from the system as possible.

  • Provide procurement advice and support to both the country office and the field offices
  • Ensure timely and efficient transport of all supplies in coordination with the Fleet Coordinator as and when required.
  • Deliver management information reports summarising key trends in performance of the procurement function against the Key Performance Indicators (KPIs)

    Realize Professional and Efficient Procurement:

  • Manage procurement for the Ethiopia programme in line with SCI procurement policies, processes and quality standards through supervision of Procurement Requests, Requests for Quotation, Comparative Bid Analysis, Procurement Committees, Purchase Orders and Contract processes
  • Develop and deliver on the Ethiopia office supply plan, combining use of approved suppliers and contracted suppliers to meet the needs of the programmes.
  • Ensure Value for Money (VfM) is achieved through competitive and transparent procurement processes considering quality, availability, transport and storage costs and technically advise the procurement committees accordingly.
  • Ensure that Procurement Committees in all field offices are established where required and that they fully understand and undertake their responsibilities at all times ad according to the financial Scheme of Delegation (SoD)
  • Advise and establish best practice for sourcing freight and transportation service providers, with support from Fleet Management
  • Ensure all orders are processed according to Procurement Plans, logged into the Procurement Tracker, status updates are communicated to programmes, and that all relevant documentation is filed appropriately.
  • Ensure supplier files are routinely updated on performance and the Procurement Committee for evaluation of suppliers for future use in review of performance.
  • Develop strong relations with field office programmes to support them in improving their ordering practices and review all Procurement Plans with key stakeholders
  • Delegate to the Procurement Team routine and structured procurement duties and support and supervise to ensure processes are followed in a timely manner and according to the SCI policies and procedures
  • Conduct Develop to Perform (D2P) with Procurement Team members and ensure clear work and development goals are established with timelines
    including regular feedback and support.

    Other:

  • While the majority of the work will be carried out in the Addis Ababa office, he/she will be required to make support visits to field offices
  • S/he will be required to carry out inductions with new staff on aspects of their roles and areas of expertise
  • S/he will be required to represent Save the Children in procurement related seminars or workshops
  • S/he will be required to provide technical support to implementing partners and consortium based programming
  • As a member of the Operations/ Supply Chain team, S/he will work collaboratively with the team members to ensure good coordination, communication, planning and customer service to staff and the programmes, including providing cover for, and support to others and undertaking any reasonable additional duties as delegated by the Supply Chain Director.

    Job Requirements

  • Holder of Masters degree in Supply Chain Management or equivalent qualifications with at least 5 years’ experience with national materials and supply chain management systems.
  • Diploma in Procurement & Supply Management from the Chartered Institute of Procurement & Supply (CIPS-UK), or a comparable professional body
  • Holds recognised professional qualifications obtained through a company or organisation that demonstrates suitability for the role coupled with extensive experience.
  • Strong preference will be given to candidates who can demonstrate clear learning and training qualifications within the Procurement/Supply Chain sector either commercial or non-government

    Experience and Skills

    Essential:

  • A minimum of 5-7 years’ management experience in humanitarian procurement and or supply chain and the sector.
  • Experience in all technical areas of procurement including tendering, supplier management, contracting and performance management
  • Strong analytical skills and proven track record of implementing, managing and building capacity and capability on procurement software platforms.
  • Ability to build effective working relationships with a wide range of stakeholders, both internally and externally
  • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse task and responsibilities
  • Strong communication skills, written and spoken English and Ahmaric

    Desirable:

  • High value procurements management/ contracts management
  • Procurements under major institutional donors (USAID, ECHO, DfID, UNHCR, UNWFP)
    Working with Cash Transfer Programming (CTP)
