Save the Children Programme Officer - CAAC Accountability Jobs in Kenya


  • The Programme Officer - CAAC Accountability will be responsible for technical and operational implementation of the accountability for children affected by armed conflict (CAAC) component of the Accountability for Grave Violations of Children's Rights in Armed Conflict Initiative. The initiative targets children and a wide range of other actors such as the African Union, African Union Member States, Peace Support Operations, and National Human Rights Institutions at strategic policy and decision-making levels.

  • The Programme Officer - CAAC Accountability will contribute towards the technical direction in design and business development, lead on quality implementation of the CAAC Accountability deliverables. The role will support in the provision of technical guidance to influence change and manage relations with actors at all levels in relation to CAAC Accountability.

  • The role will be expected to contribute to adaptation, development of solutions, and recommendations for change linked to procedures and practices with long-term impact in the field of CAAC, Peace and Security, and Relations with Armed Actors.

  • The role will have responsibility for material, financial and informational resources at a programme level managing the CAAC Accountability programme budget. The Thematic Lead - CAAC may delegate, in his or her absence, financial approval responsibility and accountability to authorize expenditure and commitments as per approved schemes of delegation

  • The role will have a significant level of external representation and communication, which will require strong negotiation, influencing skills, and representation of SCI's position with technical representatives including Continental/ Regional/Governmental level decision makers, and the wider Save the Children community.

    In order to be successful, you will bring/have:

    Experience and Skills

  • Undergraduate degree in Social Sciences and thorough working knowledge in Child Protection in Armed Conflict and Emergencies;

  • African/Regional level experience.

  • Demonstrated professional working knowledge and experience on international human rights and humanitarian law relating to Child Protection and specifically CAAC and Peace and Security Programming.

  • Solid understanding
    and engagement with the African Union Peace and Security Architecture.

  • Solid understanding of armed actors' engagement and relations.

  • Demonstrated experience working on accountability mechanisms in situations of armed conflict.

  • Demonstrated capability to make decisions with creativity and independent judgment.

  • Demonstrated experience in influencing to obtain the cooperation of others.

  • Proven excellence in being a team player, and significant experience working in an international organisation.

  • An appreciation and understanding of how to manoeuvre in a context of shrinking space for civil society, ensuring Save the Children's integrity and child rights are not compromised.

  • Demonstrated knowledge of children's issues, rights-based program approaches, and child safeguarding principles.

  • Strong skills and proven experience in program management processes; also from the knowledge and learning perspective.

  • Able to work well under pressure and deadlines.

  • Excellent listening, inter-personal, communication and networking skills; proven experience and effectiveness working across functional teams.

  • High level of self-awareness and willingness to take feedback for growth and self-development.

  • Excellent analytical skills.

  • Proven experience in drafting Terms of References and ability to design and review evaluation tools and approaches.

  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.

  • Strong results orientation, with the ability to challenge existing mindsets.

  • Exemplary level of spoken and written English.

    Desirable

  • Fluency in French, both verbal and written, is desirable.
