Role Purpose:

The position holder will be responsible for supporting the Partnership and Award Unit in organizing trainings and awareness raising, sending the invitation and coordinating with all the key stakeholders, proactive in understanding the Partnership Management Unit, document outcomes of the discussions with minutes, and have the capacity to develop attractive and compelling partnership dashboard.

S/He will identify logistic and supplies needs for project implementation as per the project plan and budget. He/she will work closely with the partnership management unit in general and with the rest of the Save the Children team in particular to coordinate logistic support. S/He involve in the partnership assessment and document the assessment report and update the partnership assessment in AMS.

Key Areas of Accountability:

Partnership related accountability

  • Develop a new and renovate the existing partnership database where the partners profile kept updated and used as a partnership mother sources.

  • Support the processes of identifying and selections of partners as part of updating and incorporating new partners operating in humanitarian and development settings at Ethiopia.

  • Coordinate the partnership assessment and compile the capacity assessment of partners report.

  • Coordinate meetings, training and awareness raisings with the community and local actors and document it with minutes and reports.

  • Liaise Partnership Management Unit with the relevant internal and external actors during partner assessment, partners monitoring and trainings.

  • Finalize the partnership document and update the AMS making sure that partnership assessments are uploaded timely.

  • Coordinate the partners monitoring visits and capacity strengthening assessment, capacity building plans, and its implementations.

  • Support the award and budget holder in sharing the updated and recent standard partnership management agreement.

  • Develop the dashboard on a quarterly bases by making it more attractive and compelling.

  • Coordinate with partners and relevant internal staffs in the contractual negotiations and enhance the understanding of the Sub Award Agreement.

  • Make sure that the sub award agreement annexes are attached in the agreement.

  • Ensure partners are compliant with the implementation country law/Ethiopian Civil Society law and applicable donor regulations.

  • Participate in data gathering for the 2022 till 2024 Partnership Strategy development and conduct first level analysis.

  • Inform the local partners to avail in the kick off meeting, planning, training and relevant workshop.

  • Organize with the local actors to avail themselves in the consultation and validation workshop led by the consultant or the internal functions.

  • Capture the key lessons learnt on the capacity strengthening and document it and share to Partnership Management Unit for review.

  • Liaise with the field office managers to get information that the local actors are mentored, coached and seconded

    Awards related accountability

  • Award Implementation

  • Working with the member and NBD follow up on signing of agreements for new awards.

  • When award & Fund Summary is approved, breakdown budgets by Budget Holder and assign the coding structure to be used.

  • Hold award kick off meetings for all relevant parties within 1 week of award/FS signing using standard SCI award kick off meeting agenda as a guide

  • Provide coding training to Budget Holder and relevant staff

  • Support implementation of all donor financial compliance requirements in coordination with other departments, providing/coordinating trainings as needed

  • Support efficient management of GIK in accordance with donor and SCI guidelines

  • Provide monthly management information on grants to BHs and Award Manager

  • Support BHs in mapping, phasinq and re-phasinq of award budqets. Provide suooort in relation to budget amendments and modifications.

    Actively support budget holders in award closure activities and process.

  • Initiate award close out pr,ocess 3 to 6 months before award is scheduled to end

  • Coordinate any award amendments

  • Ensure before a payment is made to a sub-grantee

  • There is an appropriately authorised sub-award agreement

  • The sub-grantee's payment is authorised by an appropriate person under the scheme of delegation

  • Previous reports from the sub-grantee have been accepted - this includes acceptance by the programme manager that the financial report ties into the activities undertaken.

    Award Reporting

  • Review BvAs from Agresso during soft closing each month and alert Finance to
    wrong charges/coding

  • Prepare monthly BvAs for Budget Holders and hold monthly awards meetings with Budget Holder and other relevant staff, and complete minutes of the meeting and follow up on agreed action points arising from the meeting.

  • Review partner reports, conduct on-site visits and provide training to partners; keeping budget holder informed through written trip reports

  • Maintain reporting schedule and communicate upcoming report due dates to Budget Holders and relevant staff

  • Prepare financial reports for the award and obtain Award Manager and Budget Holder sign off

  • Ensure all award program and financial reports are submitted to Members in a timely manner, follow up on any questions/issues raised by Member; ensure submission to donor of final approved reports if Member delegates the responsibility to CO

  • Prepare active grant analysis report each month for the Award Manager

    Income and Debt Management

  • Follow up on income due from donors where funds are received in country

  • Inform Finance regarding expected funds and when funds are received inform Member of the receipt

    Processes, Systems and Compliance

  • Drive AMS data quality in the Country office by ensuring AMS system is an accurate reflection of current award status at all times; including partner sub-awards and all attachments.

  • Actively monitor award and partner data quality in AMS and work with relevant Award Managers, Analysts, Coordinators to improve it. Provide monthly data quality reports and analysis to the CO award lead.

    Qualifications

  • University Degree in development studies, project management, accounting, economics, social sciences or related area.

    Experience and Skills

    Essential

  • A minimum of at least 5 relevant years’ experience in the INGO environment.

  • At least two years’ practical experience in Partnership management coordination, working with Civil society management and CSO capacity strengthening initiatives.

  • Proven experience in coordination of events, capturing minutes and report writing, data base development, collecting data and conducting analysis.

  • Good understanding on CSO environment, Child Right, localization and Humanitarian Principles.

  • Experience and knowledge of effective support of the financial and budgetary management of projects.

  • Experience of INGO program cycle management, and with experience of working within a complex and matrix organization structure

  • Excellent understanding of local actors capacity strengthening models and approaches

  • Solid coordination skills with a proven history of doing it.

  • Ability to analyze information, evaluate options and implement project plans.

  • Ability to build effective working relationships quickly with a wide range of people, both internally and externally - across multiple cultures.

  • Excellent interpersonal, communication and presentation skills.

  • Special Training- Computer knowledge in MS Office (Excel, Word, etc)

  • Fluency in written and spoken English.

  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.

    Other Requirements -

  • Strong analytical knowledge of reports

  • Willingness and ability to dramatically change work practices, flexible in working long hours and ability to work with incoming surge teams;

  • Excellent interpersonal, communication and presentation skills;

  • Fluency in written and spoken English;

  • In depth knowledge of donor regulations, especially of donors such as USAID, DFID, EC, ECHO, UN, NORAD, SIDA, DANIDA, AusAID

    Desirable

  • Ability and willingness to travel to the boarder of Ethiopia with bad weather conditions

  • Ability to change work practices with internet access, work at home as appropriate and ready to stretch at times of critical project implementation period.

  • Highly developed cultural awareness and ability to work well in an international and matrix management environment with people from diverse backgrounds and cultures.
