Role Purpose:

The Nutrition Technical Coordinator will lead the field nutrition teams in implementing high quality nutrition projects as per their design. These projects will mainly focus on CMAM components such as community mobilization, Outpatient Therapeutic Programme (OTP), Targeted Supplementary Feeding Programme (TSFP) and Stabilization Centre (SC) as well as Maternal, Infant and Young Child Nutrition (MIYCN).

The technical guidance will be provided in accordance to the current CMAM and MIYCN guidelines. The Nutrition Technical Coordinator will actively promote the integration of nutrition with ECD, CP, Health, FSL WASH etc. for improved nutrition outcomes. The Nutrition Technical Coordinator will make frequent field visits to ensure the highest standards of service delivery.

S/he will ensure high quality nutrition services in all SC supported nutrition facilities. S/he will monitor service quality, ensure all staff are trained, well supported and nutrition supplies(GIK) are properly managed.

The main objectives for role would be:

• Provide technical supervision and technical support to field-based nutrition programming activities.

• Ensure nutrition programs utilize standardized protocols, policies and guidelines according to agreed protocols such as CMAM and MIYCN guidelines.

• Support in reviewing monthly and quarterly field-based reports and ensure appropriate follow up and decision making on data relevant to SC’s nutrition programs.

• Improve coordination of actors working on nutrition and increase investment in maternal and child nutrition at National, State Level and County Health Departments.

• Lead teams for nutrition research.

• Coach facility based nutrition workers in the areas where SCI projects are delivering nutrition services.

• Train nutrition staff and continue to mentor nutrition staff in the Health facilities

• Lead field-based nutrition teams in monthly and quarterly quality improvement assessments, inpatient case management reviews and audits as guided by the GMT clinical governance tools and checklists.

• In the event of emergency nutrition response, the role player shall work closely with operations to lead teams in that particular response.

• Work side by side with the Nutrition Technical Advisor to ensure nutrition services are designed to meet needs on the ground and in adherence with national nutrition (CMAM and MIYCN) protocols during proposal development.

• Maintain oversight of the nutrition programme data and ensure that all reporting requirements (internal and external) are met with timely and quality data.

Key Areas of Accountability

Program Development

• Establish and build capacity of the field-based nutrition staff in prioritized nutrition interventions within SC programs in both curative and preventive approaches.

• Work with the Nutrition Technical Advisor in strategic planning for future nutrition programs.

• Work with the Nutrition Technical Advisor, New Business Development and Program Operations team to draft concepts and proposals for future funding following protocols and formats of each relevant donor.

• Work with the Nutrition Technical Advisor in ensuring that field-based nutrition teams integrate different nutrition related sectors (health, ECD, CP, FSL, cash and kitchen gardening) into proposed program.

Program support

• Support and coordinate all activities under the nutrition component across the implementation areas as derived from the DIP of the program.

• Facilitate the implementation of monthly work plans for nutrition programs in liaison with field-based nutrition staff.

• Support in organizing and coordinating technical review meetings with field-based staff on monthly basis.

• Participate in relevant monthly technical working group meetings as scheduled by the relevant stakeholders/authorities.

• Ensures quality treatment, referral and follow up activities following the approved guidelines (MIYCN, CMAM).

• Monitor and promote integration of health and nutrition activities for maximum impact.

• Facilitate collaboration and integration between Health, Nutrition, WASH and FSL in project development and implementation.

• Support nutrition -related operational research as required.

• In collaboration with field-based nutrition and MEAL team contribute to documentation and dissemination of lessons learned and best practices.

• Work in collaboration with field-based nutrition teams and ACCM in the development of case studies and success stories on a monthly basis.

• Work closely with field-based nutrition teams and ensure quality benchmarks are utilized in service delivery.

• Contribute in the development of
the Annual Country Plan and report.

Advocacy and coordination

• Representation of SCI in relevant platforms as delegated by Nutrition Technical Advisor (CMAM Working Group, MIYCN Working Group, Scaling Up Nutrition(SUN) etc.)

• Represent the organization to UN, nutrition cluster, international and national NGOs and Ministry of Health at nutrition coordination meetings as well as other meetings, which are relevant to country programs and enhance the organizations visibility.

• Participate in SC regional and global technical meetings as well as all relevant Community of Practice meetings.

• Ensure appropriate and consistent nutrition related education and advocacy messaging to key actors including: donors, Cluster, SCI staff, partners, mothers and other carers at all programming contact points.

Training and capacity building

• Provide technical guidance on CMAM and MIYCN to MOH facility staff as well as SCI field office nutrition staff.

• Build capacity among SCI staff to accurately compile monthly activity reports and, together with logistics staff, assist with stock consumption/distribution plans.

• Provide technical guidance to field based nutrition staff on clinical governance tools for clinical service delivery in the nutrition sites.

• Work with and liaise with field-based nutrition teams in conducting monthly and quarterly assessments in the facilities utilizing the approved checklists.

• Facilitate supportive supervision to field based nutrition teams.

• Facilitate and lead in the quarterly assessments of clinical services using the approved clinical quality scorecard in the nutrition facilities.

Quality Assurance, Performance management and capacity building

• Work with the MEAL team to develop and operationalise quality benchmarks including beneficiary feedback mechanisms and accountability to the communities, being mindful of cultural norms and practices.

• Work with the lead Nutrition Project Manager to ensure that there is a Quality Assurance Scorecard system in place to monitor and course correct practices, as needed in the nutrition facilities.

• Create and maintain a positive working relationship with the nutrition team.

• Assist in the selection and training of qualified program nutrition staff.

• Ensure professional development for national nutrition staff through assessment of training needs and capacity building activities.

• Work closely with the nutrition teams to determine the training needs of the nutrition staff.

• Overseeing trainings of all national nutrition staff, including national PMs , Nutrition Coordinators, Nutrition/MIYCN Officers and Nutrition Assistants/MIYCN Counsellors to ensure that the provided trainings are of acceptable quality and address the identified needs and to ensure sustainability of programs.
Nutrition Information Management

• Work with field based nutrition teams in timely reporting of data into the Nutrition Information System (NIS).

• Work with the MEAL team to develop performance trends for key service delivery performance indicators.

• Facilitate data review meetings with nutrition teams in reviewing periodic progress against key performance indicators in nutrition.

Occasional, significant

• Any other duties as assigned from time to time within the Nutrition sector and the South Sudan CO

Qualifications and Experience

Essential

• Bsc Degree in Nutrition/Public Health or equivalence.

• At least 5 years’ experience implementing CMAM and MIYCN.

• Strong interpersonal and communication skills

• Ability to work as part of a team and demonstrate flexibility, motivation, and maturity

• Ability to work within a tight timeframe,

• Willingness to travel extensively in the field.

Desirable

• Work experience in humanitarian emergencies

• Work experience in an (International) Non–Governmental Organization ((I)NGO)

• Experience of preparing successful funding proposals for donors particularly experience working with ECHO, UNICEF and WFP

• English language skills.
