    Dimensions:

  • Save the Children has been working in Somalia for more than 60 years.
  • The Country Office has seen massive growth in 2017 as a result of the drought response, and now has over 600 staff across 14 field offices (Boroma, Burao and Hargeisa in Somaliland; Bosasso, Garowe, Galkayo and Gardo in Puntland; Beletweyne, Adaado, Abudwak, Baidoa, Kismayo, Dhobley and Mogadishu in Central South Somalia).
  • Our Country Office coordination and administration base is in Nairobi, Kenya. In 2016, the Program Development team raised a total of US$75 million and the Country Office reached 1.2 million people benefitted from our humanitarian and longer term development work in Health, Nutrition, Water, Sanitation & Hygiene (WASH), Education, Food Security and Livelihoods (FSL), Child Protection and Child Rights Governance. In 2017, as a result of significant scale up for the countrywide drought response, the Program Development team (as of September 2017) have mobilised more than US$140 million.
  • The Country Office manages 61 active awards totalling US$165 million from a range of governmental/institutional donors, including DFID, ECHO, EU, FFP, OFDA, and DANIDA being some of our largest.

  • Staff directly reporting to this post: Program Development Coordinators (x2), Program Development Intern (x1), plus any proposal consultants

    Key Areas of Accountability

    Identification of donor opportunities

  • Pro-actively seek and/or consolidate intelligence on prospective new funding opportunities and disseminate information to internal stakeholders, including the facilitation of Go/No Go processes
  • Provide regular updated information on emerging needs and gaps to SC Members to stimulate increased and new investments in the Somalia country portfolio
  • Ensure key donor contact information and donor strategies and priorities are documented and are kept up-to-date at the country office level to inform donor engagement plans
  • Maintain internal funding trackers and liaise with Awards and Finance to keep financial information, tracking and forecasting up-to-date
  • Provide regular updates to Senior Management Team (SMT) and Extended Senior Management Team (ESMT) on funding trends, opportunities and positioning to inform decision making and action planning

    Facilitate donor engagement

  • Cultivate excellent working relationships with donor agencies at regional and country level, in conjunction with the Country Director and PDQ Director, and ensure notes and action points are shared with key internal stakeholders for coordinated donor engagement
  • Identify and cultivate strong working relationships with external stakeholders and potential partners for large scale or strategic funding opportunities, either as a prime or sub-recipient in joint ventures
  • Represent the Somalia Country Office in relevant donor fora, workshops and conferences where new business development opportunities can be formulated, as indicated by the line manager
  • Cultivate excellent working relationships with SC members at head office and regional level, ensuring key messages with donors are coordinated and intelligence shared in a timely manner

    Proposal development

  • Lead the development of high-value, strategic and/or complex proposals from a range of donors, which includes:
  • Set and track proposal development timelines and ensure coordination amongst relevant teams - Programme Development and Quality (PDQ), Programme Operations, Finance, Human Resource, Member, and external stakeholders (if relevant).
  • Organize and facilitate project design workshops and consultation meetings with stakeholders, as required
  • Act as focal point for proposal development for consortia (where SCI is a sub), providing necessary support and inputs as required and representation as meetings/workshops
  • Ensure that
    Programme Quality Framework is addressed in all new proposals and that key elements of programme quality are included (e.g. child participation, child safeguarding, lessons learned from past proposals, accountability, risk assessments, effective partnership strategy, etc.).
  • Ensure all expressions of interest, concept notes and proposals are reviewed (at CO and Member level) for quality assurance, are approved according to internal Save the Children processes, and are submitted to donors in the required format and in a timely manner

    People Management

    Provide day-to-day direct line management of the Program Development Team, including:

  • Delegation of roles, responsibilities and tasks among the team; Provide leadership and technical support to the team, as needed; Undertake performance management (including annual goal setting, coaching, mentoring, quarterly conversations etc)
  • Establish positive working relationships with all Country Office departments to work effectively on proposal development, strategies, on-going programmes and opportunities

    Qualifications

  • Advanced degree in an area of international studies, social development or equivalent.

    Experience and Skills

    Essential

  • Minimum of 4 years of progressive work experience in fundraising environment
    Substantial and proven experience of coordinating the development of/writing winning proposals with key institutional donors
  • Excellent writing and editing skills, and budget development skills, with high attention to detail
  • Highly developed interpersonal, presentation and communication skills to work effectively with other team members /departments, as well as influence, inform and negotiate with partners and donors
    Sound personal organisational skills, including time management, ability to meet deadlines, multi-tasking, prioritisation of tasks, and working under pressure
  • Must possess a strong work ethic, have confidence, take initiative and be a self-motivated, enthusiastic team player as well as individual contributor
  • Fluency in English, both verbal and written, required
  • Commitment to and understanding of Save the Children International's aims, values and principles
  • Information Communication Technology literate

    Desireable

  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
