Role Purpose

  • Under the general guidance and direction of the Research and MEAL Specialist; the MEAL officer will be expected to support the NAWIRI Programme by conducting frequent quality monitoring visit against Quality Benchmarks randomly and build capacity of the program team in data collection and Indicator Performance Tracking Table (IPTTs).

  • In most circumstances, the post holder will be expected to mentor and/or capacity building existing county programme staff.

  • Makes sure the complaints & feedback mechanisms in the programs are functional; strengthen coordination and collaboration with all program team and partner staffs.

  • Ensure that MEAL is visible within projects.

  • The MEAL Officer will have a key role in establishing and promoting programme quality and innovation, which will be achieved through developing and improving monitoring, evaluation, impact assessment and learning methodologies.

  • In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

    Key Areas of Accountability

  • Lead in the development of tools and guidelines for data collection, collation and reporting, for instance ensure that projects have clear MEAL plans, IPTT as well as regular tracking of total beneficiary reach.

  • Support the Information management officer to ensure that the databases are updated regularly.

  • Support the Research and MEAL Specialist in development of M&E systems.

  • Support planning, implementation and follow-up of evaluations, for instance writing TORs, preparing literature review packs, planning evaluator itineraries, planning staff workshops, report review. Participate in evaluations where required.

  • Manage information generated through MEAL activities, such as complaints databases, action tracker.

  • Conduct data analysis, present, and disseminate information to inform programme management. Seek solutions for more complex data management requirements by working with IT colleagues.

  • With support from the MEAL Specialist and/or other senior programme staff, identify MEAL supply needs and coordinate with the logistics team to ensure materials arrive in good time.

  • Organize field visits to monitor program activities / interventions against Quality Benchmarks/Quality Checklists and produce & share reports with program team as well as management team based on quality and accountability findings.

  • Support program staff to strengthen joint planning and monitoring with stakeholders.

  • Contribute to the quality of program design – reviewing log-frames, results frameworks, project plan, strategic plans, MEAL Plan etc.

  • Plan and conduct Routine Data Quality Assurance (RDQA) in collaboration with County staff for the reported data to ensure that data reported is validated, is accurate and consistent while providing feedback as necessary to program teams.

  • Analysis against the performance indicators and targets on periodic basis

  • Assist Research and MEAL Specialist/Program Manager in preparing and conducting baseline studies

  • Support program teams in developing quality program reports

  • Produce and share MEAL monthly and cumulative yearly annual reports with the Research and MEAL Specialist and project lead as well as program teams through proper channels

  • Ensure that the agreed action plans are followed in timely manner by program team and that the feedback loop is closed.

  • Share all information (monitoring reports, CFM databases, preliminary verification reports, case studies etc.) with the support of Research and MEAL Specialist.

  • Share MEAL findings & CFM issues in
    each monthly meeting

  • Conduct training and awareness raising activities for operations and programme technical staff at country-office level regarding MEAL priorities and quality standards.

  • Support senior technical specialist with learning activities. For instance, support planning of After Action Review workshops, prepare lessons learnt reports and conducting accountability mechanism pilots.

  • Contribute to communications and media work as required.

  • Collect complaints and feedback during field activities and ensure that these are updated on the CFRM database

  • Escalate complaints and feedback of a serious nature to Head of MEAL and Country Office child safeguarding focal point.

    Qualifications

  • Bachelor's Degree in Social Sciences, Public Health, Development Studies, or Population Studies

  • Certificate in Monitoring and Evaluation from UoN, AMREF or KIM will be an added advantage

  • Proven experience of undertaking evaluations/research with outstanding skills in qualitative and quantitative research and data analysis using relevant software such as STATA or SPSS and ATLAS.ti (to be assessed)

  • Good communication skills in English and Kiswahili. Local language (Turkana or Samburu) preferred

    Experience and Skills

    Essential

  • Minimum of 5 years of experience working in INGO’s and or UN Agencies in developmental or in humanitarian programmes, with 3+ years in field postings, and 3+ years working for an international agency on monitoring, evaluation, and learning.

  • Experience of, and commitment to working through systems of community participation and accountability

  • Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations

  • Knowledge of institutional donors and experience of developing proposals

  • Ability to write clear and well-argued assessment and project reports

  • Technical expertise in various data analysis software and proven experience using mobile technology for data collection with experience of electronic data collection using tablets or other devices.

  • Exceptional analytical and problem-solving skills and experience with statistical/graphical software or spatial software.

  • Proven experience with current technologies, such as web-based data management and analysis tools, digital data collection, mapping, Google applications, data visualization, interactive dashboards, etc

  • Ability to work independently and as part of a team

  • Strong communication and interpersonal skills, with experience working in multicultural, multi -location, values driven teams.

  • Commitment to and understanding of Save the Children International’s aims, values and principles.

    Desirable

  • Good Report Writing Skills

  • Experience working in arid and semi-arid land (ASAL) settings preferred.

  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures

  • Experience working with complex/large USAID funded project and familiarity with USAID/FFP M&E guidance and requirement is an added advantage

  • Experience of managing private and international donor funded projects

  • Experience of training and capacity building

  • Some experience of representation and ability to represent SC effectively in external forums.
