Role Purpose:

Under the guidance and technical support of the Humanitarian Program manager, and nutrition and Health manager IDP, MEAL Officer is responsible to lead monitoring, evaluation, accountability and learning related activities for IDP project.

S/he is expected to is monitor projects progress, provide information for program manager and Field office Manager to guide his decision making, maintain project data by administrating project database, ensure accuracy and completeness of information comes from field, document project best practices and assist program managers, Filed office Manager and project coordinator in preparing various reports.

Job Specific Roles and Responsibilities

Key Areas of Accountability:

  • S/he will be responsible to guide and support Project Coordinators and Project Officers effectively monitor program implementation in all the target IDP woredas

  • Ensures all the required program data are captured using database /system, tools and formats developed for the purpose and maintained in the Project database, including data related with surveys /assessments and operations research.

  • Guides /supports the Project Officers based in the IDP woredas to properly understand and use the database, tools and formats developed to capture project data; and provides continuous constructive feedback on quality of data to ensure data quality.

  • Reviews the completeness, accuracy and timeliness of data reported from Project Officers, and provides feedback that helps quality improvement.

  • Ensures the Projects database is up to date, properly maintained with a system for periodic back up.

  • Conducts regular field visits with Project Officers and Project Coordinators to support
    the quality and timeliness of project deliverables.

  • Produce regular reports from the data base on selected indictors. Analyses data for selected indicators to support decision making at the Field level.

  • Provides timely information and report on agreed upon indicators to inform Project implementation

  • Compiles /organizes and maintains case studies and lessons from field based staff for use in periodic reports.

  • Ensures all Project related documents and information are systematically organized and stored in a separate folder, with appropriate back up.

  • Closely work with the Program Managers, project coordinators and field office Manager to build capacity of IDP woredas based staff on on-going systematic analysis and use of data for decision making.

  • Contribute to the development and review of relevant training materials, job aids, questionnaires and communication materials as necessary.

  • Assist project coordinator, Field office manager and program manager in preparing programme /project status reports required for management, donors and other partners
  • Develop Quality Benchmarks and monitor QBMs on quarterly basis.
  • Ensure Accountability/Information Sharing mechanism are put in place to provide timely and relevant information about the project to children and communities.
  • Establish multi-entry complaint/feedback response mechanism/CFRM/ and regularly collect complaints/feedback, fill in CFRM database and report upwards for management action?

  • Complaints/feedback obtained from the project are tracked and Yes

  • Perform any other related tasks assigned by the unit head/his or her supervisor

    Job Requirements

    Qualifications and Experience

  • Degree in the field Social Sciences (Sociology, Psychology, Social Work, Social Anthropology) , Community development or equivalent
  • 4 years’ relevant experience child protection works and MEAL an NGO environment is preferable
  • Excellent skill in data base management, and excel are required.
  • Report writing Skill
  • Experience in child protection works
  • Good communication skills
  • Fluency in English, writing and speaking
  • Knowledge of local contexts
