    Child Safeguarding: Level 3 – the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

    Role Purpose:

  • The Regional Programme Unit focuses on: protecting children during migration & displacement by developing the ability of institutions that deal with children, protecting children affected by armed conflict by building the capacity of peace keeping forces, influencing regional level policies in all of SCI’s areas of work and builds a body of knowledge on protection issues for the global organisation.
  • The Regional Programme Unit delivers activities with regional institutions: training workshops, consultation events, learning events, research. It supports civil society partners to deliver activities that are aligned with the regional ambition and coordinates the work of COs for multi-country initiatives
  • The MEAL coordinator role exists to establish consistent MEAL practices across the RPU portfolio and to provide support to the research and learning agenda for the RPU. He/ She will support the delivery of Monitoring, Evaluation Accountability and Learning (MEAL) in Save the Children RPU program, build the capacity of staff and partners and coordinate information management and reporting systems.
  • The MEAL Coordinator will thus work with program staff to actively seek to incorporate innovation, best practices, and lessons learned for improvement of programme quality. He/she will lead on ensuring alignment with the Save the Children MEAL framework and minimum standards. He/She will also be the Unit’s MEAL focal point, coordinating Unit level MEAL activities.

    Close working relationships: Program managers, Regional MEAL manager.

    Role Dimensions:

    Key Areas of Accountability:

    Leadership and Coordination;

  • Provide technical leadership on MEAL and work with Program team to coordinate Unit level MEAL activities ensuring that MEAL is embedded in the RPU.
  • Monitor MEAL capacity gaps and liaise with the Regional office and/or SC members to address identified capacity gaps
  • Participate in program design processes incorporating MEAL into new proposals and ongoing projects.
  • Developing and maintaining a tracking system for M&E activities and events, assessments, reviews, evaluations – supporting and tracking progress on implementation.
  • Establish a common MEAL framework for each pillar that is in line with SCI’s standard
  • Steer the establishement of voice and accountability systems across the RPU
  • Support managers in setting up data collection and analysis system using SCI monitoring tools.
  • Establish action trackers to ensure that action is taken based on analysis
  • Support partners in using monitoring tools and reporting to SCI
  • Input into reports if required
  • Lead the development and implementation of relevant accountability mechanisms, maintaining an activity database of feedback and complaints and periodically analyzing the data to information decision making.
  • Lead the process of development and utilization of quality benchmarks in monitoring the quality of implementation ensuring a strong system for monitoring course correction actions.
  • Support the research and learning agenda as per the research needs of each award
  • Steer the learning agenda for the RPU as planned in the different programming streams.
  • Provide support to the Research and Learning Specialist in order to avail resources and guidance from program managers on workplans to embed research into all programming streams.
  • Work with Child Participation Cooordinator to institutionalize the participation of children and the inclusion of children’s voices in program design
  • Ensure that the learning coming out of the RPU is packaged, transmitted and
    embedded in to country offices, regional office, members and to global themes, in collaboration with the managers.
  • Define ways to share the learning with the right internal and external stakeholders especially when the learning concerns the root causes of children’s rights’ abuses and other issues in the area of child’s rights.
  • Support the thematic and regional programme managers as well as staff in the Pan African Office to structure an advocacy agenda around key learnings
    Sharing
  • Work with Knowledge Specialist and Research and Learning Specialist to integreate current online platforms to share all documentation relevant to child displacement, children’s rights, peace support operations, etc. to maximise utlity and access as relevant.
  • Technical support and coordination of MEAL related activities.
  • Lead monthly/quarterly coordination calls with Research and Learning Specialist, Knowledge Management Analyst and CPIMs Coordinator to assess progress on Unit MEAL Plus priorities, mobilize support and provide technical support as needed.

    Qualifications

  • Masters in Development Studies, Knowledge Management or in Social Sciences with a certification in PCM, M&E, KM.
  • Trained in MEAL and Data collection and analysis softwares and methodologies

    Experience and Skills

    Essential

  • At least 8 years supporting MEAL processes in an NGO
  • At least 5 years managing a team

    Desirable

  • Experience in working on child protection and child rights
  • Highly developed conceptual, analytical, and innovative problem-solving ability; demonstrated ability to handle complex knowledge management issues
  • Extensive practical experience in applying information technology to the implementation of knowledge management and knowledge sharing strategies
  • Proven ability to write concise reports and deliver effective oral presentations
  • Demonstrated interpersonal skills, including the ability to collaborate effectively in remote teams.
  • Excellent partnership building and maintaining skills and ability to guide multiple partners towards achieving agreed outcomes.
  • Excellent verbal and written communication in English. Excellent interpersonal and written and oral communication skills;
  • Computer literacy (MS Word, Excel, Access, and Power Point)
  • Proven data analysis and report writing skills
    Good understanding of child participation, child protection and child rights governance issues
  • Knowledge of regional bodies such as the African Union, East African Community, SADC, ECOWAS and Eastern Africa Standby Force is an added advantage
  • Strong self-starter who is able to take initiative
  • Commitment to Save the Children aims, values and policies, including child safeguarding and data protection
