Role Purpose:

The WASH project manager provides technical and managerial direction and oversight to the WASH component of the program.

This includes leading successful implementation according to approved donor and government agreements, guarantee that human, material and financial resources of the project are well managed in line with Save the Children and donor financial grant management and other approved guidelines, in close collaboration with line manager and other team’s members.

He/she aligns the projects annual work plan with government priorities, coordinating and conducting joint field monitoring and review meetings with the government and partners. He/she will ensure close coordination with other donor funded WASH projects and the delivery of joint work plans with partners.

He/she is expected to play key role in integration of gender equality and women’s empowerment.

He/she is responsible to build capacities of project team. He/she is responsible for routine reporting on WASH activities, and writing technical briefs and reports as needed.

He/she is also responsible in attending cluster meeting at zonal level and submit information to relevant sectors, monitor implementation, ensuring quality and timely submission of monthly, quarterly and final reports.

Key Duties & Responsibilities

  • Ensure that standards of technical quality for our engineering interventions are in line with good national practice and are appropriate to the operating context

  • Ensure that any design elements of the intervention are appropriate to requirements and meet good practice standards.

  • Ensure that, in all WASH/engineering interventions, robust contracts consistent with good practice are developed and adhered to in a manner consistent with organisational standards and processes.

  • Provide technical support to field staff for their community mobilisation work related to construction, the management of infrastructure and the promotion of hygiene and sanitation.

  • Explore and promote innovative approaches to address engineering needs of our programme response

  • Ensure the Water, Sanitation and Hygiene (WASH) components of the project are implemented according to donor requirement,
    government agreements and SC policies.

  • Prepare quarterly and monthly action plans of project’s activities related to WASH, including checklist for assessments, monitoring, review and evaluation of project’s activities.

  • Lead the realization of baseline assessment on community needs, existing WASH related initiatives (water supply, sanitation and hygiene), existing infrastructures and capacities in WASH, and identify the project intervention’s sites in coordination with local partners.

  • Develop and regularly update detailed work plans to guide the project’s implementation and ensure monitoring of project’s progress, towards the achievement of project’s indicators and objectives.

  • Coordinate and attend sector related meetings at Woredas level, at Zone level and at Regional level as required.

  • Work in close cooperation with Regional, Zone, and Woreda Water, Health and other Offices in relation to the WASH activities at project level

  • Liaise with other actors for appropriate coordination in WASH sector in close consultation with Field office Operation Manager

  • Compile weekly, monthly and periodical progress reports both for internal and external use.

  • Oversee Monitoring and Evaluation activities in all WASH components.

  • Work with government partners and team to identify locations and types of activities.

  • Ensure goods and resources are properly used, in accordance with funding documentation.

  • Directly lead, manage and motivate WASH staff to ensure proper work plans and objectives, and receive monthly supervisions and reviews.

  • Work with relevant government offices, other project team members and Save the Children WASH staff in Addis to identify technical support needs, and ensure this support is provided.

  • Comply with all relevant Save the Children policies and procedures with respect to child protection, health and safety, security, equal opportunities and other relevant policies.

  • Actively participate in WASH focused assessments

  • Perform any other activities based on line manager’s assignment

    Job Requirements

    Essential

  • Minimum of degree in a relevant field of study (e.g. water supply, hydraulic, water resources engineering or other related field of study).

  • Minimum of 6 years of experience in the WASH sector, in areas related to successful Activity implementation such as provision of technical expertise for WASH, demand creation,

  • Demonstrated experience building local government capacity to install, rehabilitate, and maintain water systems, highly desirable.

  • Prior experience with acute emergency responses.

  • Prior experience managing or supporting WASH implementation

  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in diversified cultures and ability in working stress environment.

  • Excellent oral and written communication skills.

  • INGO experiences is preferred.
