Summary:

  • Save the Children is seeking a Deputy Chief of Party (DCOP) for an anticipated 5-year USAID-funded Highland Resilience Activity (HRA) program in Ethiopia. The Activity will have a strong focus on improving access to finance for vulnerable highlands households and will be integrated into USAID's Resilience Food Security Activities (RFSAs) in five regions of Ethiopia.

  • The DCOP reports directly to the Chief of Party and ensures technical implementation of high impact, proven interventions that meet stated goals and reporting requirements.

  • S/he will assume the responsibilities of the COP in their absence. The DCOP coordinates with USAID, key stakeholders, implementing partners and government representatives. S/he manages the implementation of key program activities throughout the targeted districts, oversees the work of program managers, and ensures efficient operational support for the project team.

  • This position is contingent upon donor approval and funding

    Key Areas of Accountability:

  • In collaboration with the COP, ensure that the program is delivered according to the contractual requirement with the donor and government i.e. that all activities and deliverables are completed within the agreed timescale and budget, reports are submitted as per agreed schedules and any other requirements or criteria are fulfilled;

  • Provide technical leadership for all livelihood and market systems activities; ensuring timely and effective implementation of activities by sub-grantees, project staff and other technical assistance providers; .

  • Lead the technical team in the development of the Activity's annual work plans, annual and quarterly reports, and other requests that may come from either USAID or Save the Children and ensure proper regularl updates and ensure these are used by the team appropriately to monitor progress towards completion and achievement of program objectives;

  • Manage short- and long-term technical assistance (STTA), including the development of their scopes of work (SOWs) and ensuring the final reports are accurate, well-written, and meet expectations.

  • As requested by the COP, represent the Activity before a range of audiences and in a variety of platforms, at the national and state levels.

  • Ensure all actions and interventions adhere to USAID and Save the Children's technical guidance and align with global best practices,

  • Assist the COP in meeting various technical, governmental, company, and USAID deliverables as requested.Ensure that programmatic and financial reports for donors, government and Save the Children are prepared as required, ensuring these are of the highest quality and submitted in a timely manner to the donor.

  • Assist with the preparation and revision of a realistic budget, authorizing and monitoring expenditure in line with the budget, donor guidelines and Save the Children's grant management and financial regulations;

  • Manage and motivate direct reports to achieve their work plan objectives, and to contribute to the achievement of the overall program goals;

  • Maintain good working relationships with officials, government ministries, implementing partners and the international and local NGO community;

  • Work with program staff and Save the Children Technical Advisors based in the country office to identify the technical support needs of the program and ensure this support is provided;

  • Monitor country-level activities, identify challenges and develop appropriate reporting and results of project activities to the COP including progress and annual reports;

  • Coordinate closely with the SC offices in administrative and HR matters, especially regarding operations and financial matters as they relate to the program;

  • Attend and actively participate in periodic program meetings and ensure a summary of progress and challenges are prepared and presented with follow-up actions as required

    Qualification

  • Master's degree, or higher, in economics, finance, business administration, agriculture, marketing or related field.

  • Minimum of seven (7) years of relevant, progressively responsible management experience;

  • Demonstrated experience and a proven track record of implementing and/or managing activities focused on finance and/or agricultural development.

  • A combination of technical familiarity and management skills that span the subject areas covered by the Activity; and in-depth experience in at least one of the major areas of project involvement (Market systems development, financial inclusion, agricultural finance services, capacity building for agribusinesses, sustainable livelihoods development)

  • Minimum of (5-7) seven years of professional experience in managing and implementing complex technical programs of similar size and scope in a development context, with a minimum of five years' experience in the region, ideally in Ethiopia, Eastern and/ or Central Africa;

  • At least five years of demonstrated experience in managing and supervising a technical team and in project design;

  • Demonstrated ability to work effectively with government representatives, private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level;

  • In-depth knowledge of USAID approaches and industry best practices; Strengths in inspiring and enabling others through teamwork, training, and capacity building to realize organizational objectives;

  • Excellent oral and written communication skills in English. Knowledge of local language preferred;

  • Familiarity with the political, social, and cultural context of Ethiopia is preferred.

    Preferred Qualifications

  • 10 years of experience Prior experience as Deputy COP and/or COP of a project of similar size

  • Familiarity with USG-funded Resilience and Food Security Activities and/or the Government of Ethiopia's Productive Safety Net Program

  • Familiarity with the political, social and cultural context of Ethiopia.

  • Prior work experience in Ethiopia is ideal.

  • Experience working in fragile contexts including those affected by conflict, natural disasters and other political/socio-economic stressors

  • Experience working with financial and/ private sector partners engaging in collaborative, value shared relationships for sustainable development

  • Experience working with vulnerable populations in particular ultra-poor, women, youth and migrant populations

  • Knowledge of local language preferred
