Key Accountabilities

Project Management

  • Prepare DIP, phased budget, procurement plan, review the project work plan, implement and monitor child protection and ensure that the project objectives and activities are in line with in the context of Save the children, values, aims and objectives.

  • Working closely with camp based program coordinators and assigned Child Protection officers, oversee project implementation to ensure timely delivery of UNICEF supported project activities

  • Facilitate CP & education related trainings in all active grants to incentive workers and program officers

  • Provide support and supervise the functionality of the community based structures (CPCBCS, PTA, Community reference group, mothers group and child clubs)

  • In compliance with internal SC and any relevant external donor requirements write, review, compile and share specific project report and progress reports on weekly, monthly, quarterly and annual basis

  • Integrate and mainstream CP in education- monitor the safety of the school for children, identify children of concern in the school and link with the case management work, follow up if UASC are attending school

  • Identify critical gaps and vulnerabilities, and clarify roles, responsibilities and accountabilities to effectively address those gaps.

  • With the support of camp based and Gambella based CP team, ensure the consistent, proper and confidential documentation and case management system for UASC and other vulnerable children.

  • Check the case referrals to be made to other agencies and follow up on the progress.
  • Furthermore, ensure necessary attention is given to children of concern through the provision of case management, referral services, material and other psychosocial supports.

  • Provide inputs on the development of project concept note and proposal

  • Ensuring activities are compatible and linked with the existing other project activities if necessary with other sectors and actors.

  • Take measures and recommend directions to improve the quality of child protection and education program works and to maximize the benefit children should get from it.

  • Follow up the proper functioning of the facilities availed in the CFS and ECCE centres.
    Together with CPiE Specialist, CPIMS manager and program coordinators represent Save the Children in relevant coordination meetings and other platforms at camp, Woreda and Gambella level related with project objectives

    Human Resource Management

  • With the support of cam based program coordinators in Pinyudo 1 and Terkidi ensure that assigned CP officers and CPIMS data officer are implementing planned project activities on time and with quality

  • Ensure the integration and harmonization of project team with other field office program and support staffs.

  • Conduct regular project team staff meeting

    Financial Management

  • Ensure that project resources are efficiently utilized through continuous update on the DIP.

  • Working with the Program coordinators, CP officers and CPiE specialist prepare monthly budget forecasts, payment schedules, procurement plan and work terms of references in line with SCI working documents.

  • In close collaboration with Program coordinators, CP officers and CPiE specialist review and analyse monthly budget versus actual reports and share feedbacks as required.

  • Contribute Award Implementation Review (AIR) and align with budget lines

    Coordination and Networking

  • Play key roles in coordinating and supervising project related activities and in coordination with ARRA, UNICEF, UNHCR and other implementing partners.

  • Working closely with child protection and education programs, develop partnerships to leverage resources, ensure adequate coverage in the refugee response and ensure adequate funding consistent with SC resource mobilization strategy.

  • Proactively engage on inter agency assessments, joint monitoring and evaluation related to the project

  • Ensuring assessment findings are documented and that all assessments include a specific
    analysis of children’s needs.

  • Coordinate the link and flow of information among project staff and others actors

    Monitoring and Supervision

  • In collaboration with Camp Based Program Coordinators, monitors project activities and undertake regular supervision guidance to project based staff (CP officers, caseworkers, CFS facilitators)

  • Monitor the quality of overall project service

  • Documentation and sharing of best practices, lessons learnt through project implementation.

  • Ensure mechanism of provision NFI based on the do no harm principle and best interest of the children

  • Strengthen accountability by supporting systems to seek, receive, and respond to beneficiaries’ feedback, suggestions, and complaints

  • Ensure access to relevant guides and tools/checklists (case prioritization, CFS activities, CC guidelines, tools and guides) to assigned project CP officers and incentive workers

  • With support from the FO MEAL Coordinator put in place MEAL plan for the project and ensuring its linkage with reporting requirements

  • With the support from Camp based Program Coordinator ensure that assigned project officers adhere with project milestones and periodically update DIP and other essential working documents.

    Problem solving

  • Regularly scan environment and plan and address issues in timely manner

  • Ensure effective communication and facilitate discussion among project team members

  • Timely communicate issues that need the attention of FOM, Program and HR unit.

  • Comply with Save the Children policies and practice with respect to child safeguarding, code of conduct, safety and security, equal opportunities and other relevant policies and procedures.

    Job Requirements

  • Advanced degree in psychology, social work or child protection related field with a minimum of 5 years related work experience in the area of Child Protection. Experience in child protection in emergencies is an added value.

  • Experience in working with government counterparts and other partners at various levels - federal to district. This includes technical support, capacity-building and coordination.

  • Excellent understanding of Child Protection issues in Ethiopia at both field and policy levels in general and excellent understanding of child protection in emergencies in particular.

  • Practical understanding of the challenges and opportunities in realising children’s rights in Ethiopia, in relation to thematic area.

  • Experience in managing Child Protection projects in emergency context

  • Strong data collection, analysis and report writing skills.

  • Demonstrable experience in M&E

  • Good presentation, training and facilitation skills

  • Proven ability to manage a complex and demanding workload

  • Good spoken and written English,

  • Good computer skills (particularly Excel, Word and databases)

  • Commitment to Save the Children child protection policies
