Role Purpose:

The Case Management Officer will be responsible for implementation of all child protection activities including monitoring, evaluation, and reporting in Maban. The holder will ensure prevention and response to all forms of violence, abuse, exploitation and neglect against children, both in emergency and non-emergency situations.

Specifically, the role holder will implement comprehensive Child Protection Case Management activities that will include initiating the Best Interest Assessments (BIA) and Best Interest Determination (BID) processes, participating in BID panel, case conferences and coordinating with relevant camp level stakeholders involved in Child Youth Protection.

The holder will oversee child protection activities, S/he will ensure the target group/s; community and local authority understand Save the Children child protection work and represent the project at areas of operation. In the event of a humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions:

This role will contribute towards Save the Children’s Child Protection strategic objective that ‘All girls and boys have increased access to child protection services and violence against children is reduced by 2021’ and towards Save the Children’s global breakthrough 2030 ‘Violence against children is no longer tolerated’.

Key Areas of Accountability:

  • Work closely with the CP Coordinator to ensure quality implementation of all Child Protection activities in Maban.

  • Responsible for effective implementation of all CP case management (CM) activities in area of work in accordance with SC's policies, values and CP CM SOPs

  • Lead in identification of CP Assistants and case-workers capacity needs and facilitate relevant trainings, coaching and mentoring the team to deliver quality work.

  • Line manage - monitor, supervise and conduct performance reviews for CP assistants

  • Manage- monitor and supervise case workers and ensure they are held accountable

  • Train and sensitize CP Assistants, case-workers and community structures on SCI policies on child safeguarding, Protection on Sexual Abuse and Exploitation (PSEA), anti – fraud and other relevant accountability policies.

  • Develop quarterly and monthly CP CM activity plans
    and support the Assistants and case-workers to develop individual monthly and weekly plans.

  • Ensure effective implementation of work plans according to plans and budget

  • Monitor and assess implementation of the CP CM activities, ensuring assistants and caseworkers are using the case management standards and procedures and ensure safe data protection and management procedures

  • Ensure quality and timely registration of vulnerable and at-risk children including UASC and sharing the information with the CPIMS and Data officer’s documentation.

  • Strengthen link between CP CM teams and PSS activities and ensure cases identified in Child Activity Centres (CACS) or CFSs receive appropriate case management services

  • Lead in establishment and strengthening of CP community structures such as through training, awareness raising and mentoring in line with community led approaches

  • Ensure accountability to affected population (beneficiaries) involved in CP CM activities working closely with the MEAL officer

  • Participate in monthly award review meeting and be ready to explain variances in implementation based on the monthly work plans and budget

  • Assist in the identification and procurement of materials field activities including support to partners.

  • Coordinate with Logistics on procurement CM supplies, distribution, documentation and reporting

  • Lead focal point for SCI in are of work and ensure representation of SCI as necessary

  • Perform other functions relative to Child Protection activities and initiatives that may be assigned by Line Manager.

    Qualifications and Experience

    Essential

  • Bachelor's Degree in social sciences

  • Minimum 4 years’ experience in child protection field or working with children and youth.

  • Knowledgeable, through training and experience, in child protection case management

  • Familiar with refugee operations in Maban or any other similar setting

  • Excellent technical understanding of child protection and community-based approaches

  • Must be excellent in communicating with children and youth.

  • Proven report writing (weekly, monthly, monitoring reports) skills

  • Proven experience of community facilitation and community mobilization skills.

  • Good representation skills

  • Good English oral and written communication skills

  • Knowledge of local languages including Arabic
    Must be computer literate and conversant with word and excel and able to produce quality reports.

  • Gender awareness and sensitivity

  • Proven commitment to safeguard children and other beneficiaries from all forms of harm

  • Must be a South Sudanese national

    Desirable

  • Good understanding of community politics and traditional networks

  • Be both self-reliant and have the ability to cooperate with others

  • Be able to work in challenging environment i.e. walk substantial distances

  • Good understanding of operations of international NGOs.

  • Have basic training and skills in project and people management

  • Ability to represent SC in South Sudan Child Protection policies and approach

  • Ability to work through line management and also under limited supervision

  • Understanding of issues of confidentiality

  • High degree of initiative and responsibility
