Job Summary

The Deputy Country Director is responsible to assist the Country Director (CD) in activities that promote the success of field programs and staff development.

The management responsibilities include government and donor relations, program design and implementation, grants, budgets, daily field operations, and field staff support.

Key Responsibilities

  • Work with the Country Director to create and articulate a clear vision and strategy for Samaritan's Purse, Kenya, in the field;

  • Perform field assessments, identify needs, and design appropriate response programs in coordination with the Country Director and area Program Managers (PM);

  • Provide direct oversight for Program Managers in Nairobi and the area Program Managers (PM) in Tana River, Kwale, Kilifi and Kitui;

  • Make periodic visits to Samaritan’s Purse field sites to provide field staff support, address programmatic challenges, and explore potential program possibilities;

  • Assist in writing proposals, creating budgets, preparing reports and planning new activities;

  • Lead and coordinate the implementation of the Program Management Guidelines including supervising the Program Development Manager;

  • Coordinate Finance, Human Resource, Operations and Program Managers in conjunction with the Country Director;

  • Maintain organizational and operational policies and procedures of Samaritan's Purse;

  • Monitor financial accountability, and ensure systems are in place to monitor accountability;

  • Provide professional representation for Samaritan’s Purse with government officials, dignitaries, other Non-Governmental Organizations and visitors as requested;

  • Ensure Samaritan’s Purse compliance with legal and cultural requirements;

  • Monitor potential and present emergencies and keep Samaritan’s Purse is informed of events, including crisis response;

  • Liaise with donors and potential partners in identifying and pursuing potential program and funding opportunities;

  • All other duties deemed necessary by the Regional Director or Country Director.

    Supervisory Responsibilities

    As directed by the Country Director, the Deputy Country Director manages employees in various areas.

    The Deputy Country Director is directly responsible for the overall direction, coordination, and evaluation of the field support team.

    The Deputy Country Director supervises all field managers in the absence of the Country Director. Responsibilities will include orienting new
    staff; planning, assigning, and directing work of key managers; appraising performance; addressing complaints and resolving problems.

    Education / Experience Preferred

  • Bachelor’s degree in a related field;

  • A minimum of 15 years’ related experience in a leadership/managerial position;

  • Extensive field humanitarian experience in a management role;

  • Experience in leading a large team;

  • Strong organizational, communication, and networking skills;

  • Knowledge of project planning and implementation;

  • Experienced in cross-cultural team leadership;

  • Ability to coordinate activities with local involvement and NGO networks.
