Saferworld Programme Development Manager Jobs in Kenya;Support Saferworld teams in co‑designing and mobilising funding for peace, security, and justice programmes alongside civil society partners.

Lead programme design, proposal development, donor engagement, and resource mobilisation strategies across 3–4 focus countries.

Key Areas of Responsibility

Programme Design & Proposal Development

  • Lead participatory, partner‑centred programme co‑design processes

  • Draft high‑quality concept notes, proposals, theories of change, MEL frameworks, risk matrices, and budgets

  • Ensure gender and conflict analysis is integrated into programme design

  • Provide guidance to country teams and partners on donor policies and funding opportunities

  • Support diversification of funding sources including trusts and foundations

    Strategic Development

  • Support country teams to develop and implement resource mobilisation plans

  • Track donor priorities and cultivate relationships with statutory and institutional donors (GAC, FCDO, EU, UN, Sida)

  • Monitor fundraising performance and conduct learning on co‑design effectiveness

  • Align country mobilisation plans with global donor outreach

    External Representation

  • Represent Saferworld at donor conferences and fundraising events

  • Promote locally led programme design and equitable partnerships

  • Engage with NGO and fundraising community on funding trends

    Scope & Accountability

    Decision‑Making
    Lead programme development and fundraising processes; develop systems and approaches to secure funding.

    Other Resources
    Responsible for cross‑regional information‑sharing and lesson learning on fundraising.

    People Management
    May supervise programme design coordinators, officers, interns, or consultants.

    Compliance
    Support internal and donor compliance in programme design and proposal development.

    Person Specification

    Essential
    Knowledge & Experience

  • Proven experience designing and implementing international development programmes in conflict‑affected contexts

  • Experience leading collaborative design with civil society partners

  • Successful track record in writing funding proposals and complex budgets

  • Experience in donor engagement and relationship management

  • Strong understanding of partner‑led approaches and gender mainstreaming

    Desirable

  • Knowledge of peacebuilding, security, justice, or conflict prevention programmes

  • Experience mobilising resources from trusts, foundations, and non‑traditional donors

    Skills & Abilities

  • Excellent written and spoken English; knowledge of Russian, Arabic, or Swahili desirable

  • Strong analytical, problem‑solving, and facilitation skills

  • Ability to work flexibly, independently, and to tight deadlines

  • Excellent communication across cultures and remote collaboration

    Other Requirements
