With partners, we support women, youth and community groups in their efforts to build peace and respond to the impact of the war.
Together, we identify and address safety and peace building needs.
Yemeni civil society organisations are active and engaged while facing great challenges and capacity losses as a result of the conflict.
Saferworld is looking for a CSO Engagement Programme Adviser to further develop and
oversee the implementation of the country wide strategy of engagement with (CSOs).
The main responsibilities of the job holder are described below.Develop key areas of strategic engagement
Roles and Responsibilities:
Map and assess the civil society landscape in Yemen, with a specific focus on organisations working on peace building and governance initiatives- including strengths, constraints and opportunities
Further develop Saferworld Yemen partnerships strategy and approach
Identify collaboration and networking opportunities and develop working strategies
Identify key areas where Saferworld is uniquely placed to contribute to technical and organisational strengthening of CSOs
Identify and develop opportunities to facilitate civil society collaboration
Identify and develop opportunities to facilitate engagement between civil society and other stakeholders such as local authorities
In a consultative manner, build and share evidence and learning on topics relevant for strengthening Yemeni civil society
Identify key needs and opportunities for policy and advocacy work related to Yemeni CSOs
Build and maintain relationships with key external stakeholders, e.g. other INGOs, donors, and represent the programme externally where applicable
Operationalisation of engagement with Yemeni civil society
Further develop the process of identification and selection of partners
Ensure the partnership agreements are in line with Saferworld’s procedures
Ensure the partnership relationship reflects Saferworld’s partnership strategy and approach
Support CSO organisational and technical capacity building
Further adapt and develop where needed the capacity assessments/organisational aspirations tools and methodology
Oversee the development of capacity building planning tools and approach
Ensure that individual capacity building plans are in place
Identify suitable in-country and in-region sources of advice and support for CSOs and facilitate engagement with these sources as appropriate
Provide direct capacity building support in areas of Saferworld’s expertise, through accompaniment or leading/facilitating workshops and trainings
Develop the small granting funding aim, approach and mechanism in a collaborative manner,
Develop grant management processes and tools according to donor regulations in collaboration with the organisational development team
Facilitate the creation of a learning, innovative and collaborative environment
Oversee the implementation of activities supporting civil society collaboration and networking
Facilitate, where appropriate the development of joint actions and initiatives emerging from CSO
collaboration and network
Support learning and reflection on CSO collaboration and networking opportunities and challenges
Project manage the CSO related programme components
Oversee the overall delivery of the CSO engagement project activities and ensure contractual compliance
Provide leadership to the CSO engagement programme staff in planning and project implementation, and ensure quality control systems are in place
Line manage CSO programme staff, including monitoring performance and supporting development
Take responsibility for the overall financial management of the CSO engagement budget
Ensure a monitoring and evaluation plan is in place for programme activities
Provide narrative reporting for donors as necessary
Contribute to wider strategy and programme development
Participate and contribute to regular communications, progress reviews and strategic planning with other programme staff to identify areas of collaboration
Work in close collaboration with the London based organisational development team in the
development of all programatic approaches
In collaboration with other Yemen and London-based staff, contribute to the implementation of the Yemen country strategy and the development of annual strategic objectives.
KnowledgeKnowledge of the civil society landscape in Yemen
An understanding of CSO partnership and capacity building strategies and approaches
An understanding of conflict and governance issues in Yemen, including conflict dynamics and actors, key political, social and economic issues, peace building/conflict prevention measures, and the role of regional and international actors.
Relevant university degree
Grounded experience of working in partnership with national NGOs and civil society organisations
Experience in managing programmes aimed at strengthening the organisational and institutional capacity of civil society organisations
Experience of working with networks
Experience working inside Yemen
Strong ability and interest in monitoring, evaluation and learning for development and conflict transformation; including facilitating research
Fluency in Arabic and English
Relationship building, strong communication and networking skills
Good strategic thinking and analytical skills.
Ability to work flexibly and collaborative on own initiative and as part of a team
A positive problem-solving approach and supportive management approach.
Facilitation and coaching approaches
Commitment to and compliance with Saferworld’s safeguarding principles
Details on responsibilities might change as the context and need of the programme shifts.
Terms and conditions
Probation: There will be a probationary period of three months
Holidays: 28 days per calendar year in addition to agreed public holidays
