Safaricom Lead Fintech Oversight & Governance Jobs in Kenya;Reporting to the Group Chief Corporate & External Affairs Officer, accountable for leading Safaricom’s regulatory strategy and institutional engagement framework across digital financial services and fintech ecosystem, ensuring sustainable innovation, regulatory resilience and long‑term license to operate.

  • Regulatory & Central Bank Engagement.

  • License to Operate & Prudential Governance.

  • Fintech Policy Shaping & Industry Influence.

  • Product & Innovation Regulatory Enablement.

  • Horizon Scanning & Regulatory Intelligence.

  • Cross‑Functional Regulatory Integration.

  • Subsidiary Oversight, Governance & Enablement.

  • Risk, Governance & Control Ownership.

    Responsibilities

    Health & Safety

  • Uphold company code of conduct, policies and procedures.

  • Adhere to safety, health and wellbeing guidelines.

    Fintech Regulatory Strategy & Framework

  • Develop and refine integrated fintech regulatory strategy.

  • Define positioning across payments, credit, savings, interoperability, open banking and emerging models.

  • Lead scenario planning to assess policy impacts.

    Regulatory & Central Bank Engagement

  • Lead senior‑level engagement with CBK and regulators.

  • Build trusted institutional relationships.

  • Oversee regulatory submissions and negotiations.

    License to Operate & Prudential Governance

  • Safeguard financial services license to operate.

  • Ensure compliance with capital adequacy, consumer protection, AML/CFT and resilience standards.

  • Provide executive assurance on regulatory exposure.

    Fintech Policy Shaping & Industry Influence

  • Shape national/regional policy outcomes through advocacy.

  • Represent Safaricom in coalitions and forums.

  • Influence frameworks in digital identity, interoperability and AI‑enabled services.

    Product & Innovation Regulatory Enablement

  • Embed foresight into product ideation and commercialization.

  • Provide early regulatory advisory to accelerate time‑to‑market.

    Horizon Scanning & Regulatory Intelligence

  • Establish intelligence capability to monitor policy developments.

  • Conduct impact
    analysis and develop regulatory roadmaps.

    Cross‑Functional Regulatory Integration

  • Serve as central interface across M‑Pesa, Financial Services, Technology, Risk, Compliance, Legal and Strategy.

  • Embed regulatory risk management in transformation programs.

    Subsidiary & Regional Oversight

  • Provide strategic oversight to subsidiaries (e.g., Ethiopia).

  • Support cross‑border regulatory engagements.

  • Strengthen governance and capability building.

    Qualifications

  • Bachelor’s Degree in Law, Finance, Economics, Public Policy, Banking, Business Administration or related field.

  • Master’s Degree strongly preferred.

  • 10–15 years’ progressive regulatory/fintech experience.

  • Minimum 5 years at senior management level.

  • Strong understanding of CBK regulatory frameworks.

  • Experience managing regulatory approvals for new products.

  • Deep knowledge of digital financial ecosystems.

  • Strong commercial acumen and discretion in high‑stakes environments.
