Job Description

The Network Specialist is responsible to maintain reliable, secure and efficient data communications networks in the Sector (Ministry, Lead Institution, Affiliated institutions), specifically:

  • Establish network specifications, designs, implement, configure and install various network devices and services (e.g., routers, switches, firewalls, load balancers, VPN, QoS).

  • Perform network maintenance, monitoring, and troubleshooting. Conduct network upgrades including service packs, patches, hot fixes and security configurations.

  • Monitor network performance and ensure system availability and reliability,

  • Monitor network resource utilization, trending, and capacity planning.

  • To be able to understand software defined Architecture with hyper converged Infrastructure

  • Design and set standards for different government institution on Network (WAN/LAN).

  • Provide Level 2/3 support and troubleshooting to resolve issues.

  • Work within established configuration and change management policies to ensure awareness, approval and success of changes made to the network infrastructure.

  • Select and implement security tools, policies, and procedures in conjunction with the company’s security team. Document and keep records

  • Prepare and conduct end-user trainings on utilizing the network safely

  • Liaise with vendors and other IT personnel for network enhancements and problem resolution

    Minimum Qualifications

  • Advanced diploma in Computer Science

  • 3 Years of relevant experience

  • Advanced diploma in Computer Engineering

  • Advanced diploma in Information and Communication Technology

  • Advanced diploma in Electronics and Telecommunication Engineering

  • 3 Years of relevant experience

  • Bachelor's Degree in Computer Science

  • Bachelor's Degree in Information and Communication Technology

  • 3 Years of relevant experience

  • Master’s Degree in Computer Science

  • 1 Year of relevant experience

  • Master’s Degree in Computer Engineering

  • Ability to implement, administer, and troubleshoot network infrastructure devices, including wireless access points, firewalls, routers, switches, controllers

  • Knowledge of general-purpose scripting languages such as Python, Ruby, and Perl, which are the most popular for enterprise-grade networks

  • Knowledge of the principles, methods of IT project planning, monitoring, and evaluation

  • Fluency in Kinyarwanda, English and/or French. Knowledge of all is an added advantage

  • Knowledge and understanding of the Rwanda IT Sector

  • Familiar with different types of networks and architectures (including WAN, LAN, WLAN, DNS, Firewalls, Network Security, MPLS, VoIP) and how they can be integrated into an existing system

    Analytical skills;

  • Having experience in Computer Networks Administration. Having Certifications in A++, N++, MCITP, MCSA, MCSE, CCNA, CNNP, CCIE is an added advantage

  • Understanding of network infrastructure and network hardware
