Keyroles /Responsibilities

•Take Responsibility for the procurement processes, ensuring that all steps a1e properly undertaken, and that procurement files ar maintained in accordance with Government and Development Partners' requirements,
• Track all program procurements and identify issues especially deviation from agreed procurement schedule, and seek to resolve isues in a timely manner,
• Ensure that the quaity of bid documents and request for proposals is guaranteed by verifying that all the required conditions to be fulfiled are included

• implementing the overall M&E and results frame work design and related activities-data collection, regular
reporting, specialsties- within the RUEAP.

• Providingtimely a1d relevant information to programManager

• Participate activelyil'l the preparation of annual work plans and Budgets and ensuring alignment with program strategy,
agreement on annual targets

• Coordinate the prep<:ration of all program reports
• Initiate, review, process and follow up on actions related to human resource acti1ities

• Provide information and advice to consult ants and staff regarding their enttlements, administrative procedures,processesandpracti1es,

• Ensure appropriate stock taking reports are timely and regularly prepared;

• Ensure the progran compliance with the requirements of the environment and social safeguards through the Environmental Management plans(EMPs), Resettlements Action Plans(RAPs) for specific investments and ensuring that such plans are a proved by The Rwanda Environmental Management Authoity and development partners before contracts canbeim lemented

•Developing environment and resettlement good practice guidelines for use the planning and design typical investments, supervsing land acquisition and resettlement activities to ensure they are complete before civil works are begun and following up investment

• operations and enstre that any out standing environment a lor resettlement is are properly attended to.

• Design and delivjr or arrange for delivery of an environment and social safeguards capacity building program for the RUEAP.

• Under take any other duty assigned by the RUEAP Program Manager

qualifications and expereience:

•ABachelor's Degreein Fina11ce, Economics, Management,
Administrative SciencesPu) lie Administration or other related field with strong experience oof atleast five(5) years in related assignments.

Or Master's degree in above fi with an experienceof(3) years.
