  • The Rwanda Arts Council (R.A.C) established as a unique council, which is charged with spearheading council's sustainable development by ensuring the creativity in cultural arts is actively well positioned and professionally represented with dedication and expertise, in order to contribute in social economic development of Rwanda.

  • In seeking to achieve its objectives, the Rwanda Art Council in partnership with Ministry of Youth and Culture intends to strengthen its capacity to deliver, by amongst others, the implementation of goals and objectives.

  • It is in this context that, The Rwanda Art Council wishes to recruit an Executive Director who is capable to conduct the organization and enrich goals and objectives of creative industry sectors under the umbrella of the Council.

  • The Rwanda Arts Council will recruit also a Project Manager who will work to build a project pool for the organization, make planning, monitoring and evaluation of projects implemented.

    Job Position Title: Executive Director Reporting to: RAC Executive Committee

    Position Overview

  • Under the direct supervision of the Executive Committee, the Executive Director will provide all-round support in coordination; programme design, resource mobilization and Arts project management.

  • The Executive Director will assist in liaising with national Arts Creative initiatives, managing knowledge management, and will support the Rwanda Arts Council to ensure the smooth operations at the secretariat.

  • Moreover, the Executive Director will assist in developing innovative approaches to implement and to promote Rwanda Arts Council activities through Federations and Unions.

    Duties and Responsibilities

  • The Executive Director shall be the Head of all activities of the Council, reporting to and working closely with the Executive Committee.

    The following shall be his/her responsibilities among others:

  • Initiate, prepare and fonnulate appropriate policies and strategies related to Rwanda Arts Council's members at the country level and monitoring their implementation within Member federations;

  • Provide strategic vision and leadership for Arts and Creative industry in Rwanda as guided by National Strategic Plan, including business plans (short, medium and long term)

  • Innovate and develop continuous proposals then seeks out sponsors for funding new programs that transform creative sectors to the knowledge based economy;

  • Provide orientation on projects proposals on Arts and Creative related industries;

  • Provide professional support specific to the legal responsibilities of the organization by maintaining legal agreements and contracts regarding operations, program grants, partnership licenses and certificates of affiliation as directed by Executive Committee;

  • Ensure Management and administration of all aspects of the organisation, ensuring that programs and services reflect the Rwanda Arts
    Council's mission, values and strategic priorities as well as the requirements of community and stakeholders;

  • Identify, establish and maintain good working relationships and partnerships with other arts organizations, government agencies, NGO's, officials and community groups;

  • Ensure professional support and advice to the Executive Committee in preparation and scheduling of board meetings, committee meetings, and maintenance of policy and procedure manuals;

  • Establish a strong and effective internal and external communication between RAC. Federations and unions as well as engage external audience.

  • Facilitate institutional collaborations and Liaise with creative industry research institutions, African and international creative industry Confederations.

  • Establish and coordinate budget statements, execution and financial reporting of the Rwanda Arts Council;

    Qualifications.

  • In order to be considered for this position, candidates must have credibility and command respect within the domain of creative industry and will be expected to have the following qualifications and competencies:

  • At least a Master's Degree in Business Administration (MBA), Business Management, Economics, Project Management, Development Studies, Creative Arts Management, and/or related fields with experience of 3 years minimum, or AO in the above mentioned fields with experience of 5 years in Creative industry.

  • Have served in senior management positions;

  • Have a thorough knowledge of national and international trends of creative industry;

  • Working knowledge in the areas of policy analysis, program/project management;

  • Experience in management with ability to facilitate interpersonal relationship, organize and motivate others and working in a multicultural environment;

  • Strategic planning and implementation skills;

  • Have excellent networking and marketing skills;

  • Have excellent management skills and experience;

  • Good skills of communication and negotiation;

  • Must be computer literate;

  • Good writing and presentation skills;

  • Knowledge of Kinyarwanda language is compulsory.

  • Proficiency in two of the Rwanda working languages (English, French) is a must;

    Tenure of appointment:

  • The appointment will be made on fixed term contract for a period of one (1) year, of which the first three months are considered probation period. Thereafter, the contract will be renewable, subject to satisfactory perforinance and deliverables.
