Rural Electrification Agency Assistant Stores Officer - Jobs in Uganda



The Government of Uganda represented by the Rural Electrification Agency has allocated funds for the implementation of the project for bridging the gap between demand and supply through the accelerated rural electrification program.

Through this project, all unserved Sub-county headquarters and any local government administrative structure above the Sub-county will be connected to the national electricity grid.


This will go a long way in growing electricity consumption in readiness for the increased national generation capacity.
The three-year project is to be implemented concurrently in four regions of the country, with each region operating independently through respective regional administrative units.


The Assistant Stores Officer shall work under the supervision of the Senior Human Resource and Administration Officer in the day to-day receipt, storage, issuance and management of storable items. The function is based at REA Office but also extends a distant depository location, all based in Kampala.


Responsibilities


  • Negotiate Wayleaves for overhead electricity power lines and underground cables with landowners/occupiers and their agents/legal representatives.
  • Sensitize the public about need for Wayleaves Serve power line construction notices and obtain consents tor each project in a timely manner
  • Compile accurate records of landowners and occupiers for each project
  • Provide wayleaves support for RAP studies and selection of new electricity power line routes
  • Secure access arrangements from landowners and occupiers for overhead/underground line construction work
  • Investigate and assess wayleaves compensation claims by landowners/occupiers for any losses or damage caused and negotiate settlement.
  • Act as liaison point between the landowner/occupier, contractor and project manager with regard to wayleaves issues
  • Attend Grievance Committee meetings and resolve disputes over Wayleave
    rights during project implementation


    Requirements


  • The candidate must hold a Bachelor’s degree in Land Economics or its equivalent
  • Working knowledge and experience of wayleaves work in the electricity industry
  • Prior experience in obtaining consents from land owners/occupiers and the wayleaves acquisition process specifically with regard to electricity power lines. This is essential, as the post holder will work directly with landowners and occupiers, primarily serving and obtaining consents.
  • Excellent negotiation and interpersonal skills
  • Ability to find and understand existing wayleaves and legal documents relating to right-of-way.
  • Highly computer literate - specifically Microsoft Office.
  • Working knowledge of and exposure in GIS mapping is an added advantage
  • Be able to multi-task with attention to detail and accuracy
  • Must not be more than 30 years.
