RTI International is currently seeking Human Resource Officer for International Development (USAID) funded project in Kenya.

The Kenya Youth Employment and Skills Program (K-YES) aims to enhance employability of Kenyan youth (Ages 18-35) for increased wage and self-employment, underemployed youth who have not completed secondary school.

Key Responsibilities:

  • Review, disseminate, ensure full compliance of HR policy guidelines and country employee handbooks in tandem with local labor laws, client rules and regulations, RTI policies, values, ethics,
    procedures and strategies.
  • Organization of recruitment processes through the provision of input to short-listing process, screening of candidates, setting up and participation in interview panels and documentation processing.
  • In liaison with the Chief of Party (COP), RTI Home Office project management team, and Regional Office HR, track Private Medical Insurance (PMI) expiry dates and follow up on renewals.
  • With the RTI Regional Office HR team, maintain HR (including non-personnel) files; track and compile project leave schedules and advise staff on their leave entitlements.
    Coordinate preparation of Local Nationals (LN) contracts through timely preparation and submission of Employment Administration requests.
  • Provide advice and ensure proper staff performance management processes adherence on the project, including performance planning, documentation of reviews, and end of year performance
    appraisals.
  • Assist in fostering of project staff learning initiatives with consultation with RTI Regional Office HR, recommending and enrolling project staff in short-term courses that are beneficial to the
    project, and in accordance RTI University course availability and individual learning plans.
  • Facilitate LN orientation and file orientation reports
    and induction of staff, provide information to staff members on their employment conditions and entitlements, including on-entry briefings.
  • Track and update the project Staff Census; maintain RTI’s projects manual and excel based personnel database, and support use of this information by project staff for planning and
    administration purposes.

    Qualifications and experience:
  • Applicants must possess a minimum of Master’s degree (HR) and 1 year of experience or Bachelor’s Degree (HR) or relevant with consecutive 3 years of experience, or equivalent combination of education and experience.
  • Applicants should be mature individuals with strong relationship building skills, knowledge of the Kenya labor law, have ability to work independently and within a matrix project and program teams, must have attention to details and able to multitask.
  • Previous experience of working on a USAID funded program is an added advantage.
  • Desirable skills for the post: Excellent report writing skills, negotiation skills, Computer skills and presentation skills.
