  • RTI International’s Global Health Division is currently accepting applications for a Chief of Party (COP) for an anticipated USAID-funded malaria prevention and control opportunity in Uganda. With funding from the President’s Malaria Initiative (PMI), the primary objective of the project will be to strengthen the capacity for malaria prevention and treatment, as well as ownership of health at the community and household levels, while maintaining gains made at the health facility level in focus districts. RTI anticipates this activity will also seek to improve private sector engagement and surveillance and strengthen the existing linkages between community health services/ community-level leadership and facilities/District Health Teams to increase the ability to prevent, detect, and treat malaria in households.

  • The COP is responsible for the overall performance and results of the project, including management and oversight of the program’s technical, operational, and administrative staff.

  • This position will also provide strategic leadership and vision to the RTI-led team; provide technical and managerial direction for the successful implementation of the project; and serve as RTI’s key liaison to USAID, host government counterparts, local organizations, other stakeholders and program partners.

  • The position will be based with RTI in Kampala and local travel will be required. .

    Responsibilities

    • Responsible for managing overall project performance and results, including providing oversight and direction to the program’s technical, operational, and administrative staff.

    • Serve as RTI’s key liaison to USAID, host government counterparts, local organizations, other stakeholders, and program partners. Represent the project on behalf of RTI in national, regional, and global meetings (as appropriate).

    • Interface regularly with USAID on management and decision-making. Ensure that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated.

    • Responsible for ensuring the smooth implementation of the project and for providing general program and technical direction as well as ensuring timely and quality completion of required reports.

    • Develop and implement annual program work and performance milestone plans and negotiates an
    agreement of those plans with USAID, PMI, and other partner organizations.

    • Responsible for addressing contract-related issues, including ensuring that RTI financial controls and systems comply with generally accepted accounting practices that meet USAID standards, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used.

    • Directly supervise senior technical and administrative staff members.

    Qualifications

    • Master’s Degree in public health, biological sciences, environmental sciences, entomology, or related area.

    • Experienced senior manager with a minimum of 14 years of experience in the implementation and management of development partner-funded public health projects.

    • Experience managing USAID-funded malaria prevention and control activities highly preferred.

    • Demonstrated knowledge of USAID and PMI and procedures pertaining to activity design/implementation, monitoring and evaluation, collaborating learning and adapting (CLA) and management oversight of contracts.

    • Broad technical understanding of public health and in particular must be knowledgeable about malaria prevention and control.

    • Demonstrated capacity to build and maintain productive working relationships with a wide network of local partners and stakeholders. Experience with capacity building of local partners considered desirable.

    • Demonstrated professional excellence in health program management including experience in the following: client and consortium partner relationship management; program/project work plan development and activity budgeting; program implementation in accordance with budget; staff supervision and development; and management of technical assistance teams/ deliverables.

    • Excellent English language ability and strong interpersonal, written, and oral presentation communications skills.
