RTI International Chief of Party Jobs in Tanzania

RTI International is seeking Chief of Party (COP) candidates for recently-awarded USAID-funded Malaria Surveillance and Monitoring project in Tanzania.


The purpose of this project is to support the Government of Tanzania to reduce the burden of Malaria and to move towards the long-term goal of malaria elimination.

Under a cooperative agreement, USAID will fund malaria surveillance, entomological monitoring, drug efficiency monitoring and monitoring of other vector control interventions.

The target populations of the program are pregnant women and children under the age of five.

The COP provides technical leadership and managerial oversight for the project, ensures timely implementation and reporting of activities, as well as is the project’s senior representative engaging with USAID, the Tanzania Government and other in-country stakeholders. The position is based in Dar es Salaam, Tanzania.

Responsibilities:

  • Provides vision and strategic technical leadership for the project.
  • Serves as RTI’s representative to USAID, the Government of Tanzania, Ministry of Health and Social Welfare, Prime Minister’s Office-Regional Administrative and Local Government, President’s Office Public Service Management, Ministry of Finance, National Malaria Control Program, Local Government Agencies, multilateral and bilateral organizations, NGOs, FBOs, CBOs and community stakeholders.
  • Responsible for ensuring the timely communication with and reporting to USAID.
  • Ensures that the project activities are meeting client and stakeholder expectations and that project results are proactively disseminated.
  • Responsible for addressing agreement-related issues, including ensuring that RTI financial controls and systems comply with generally-accepted accounting practices that meet USAID standards, and that all activity-procured materials and equipment are safeguarded and prudently and responsibly used.
  • Responsible for the overall planning, implementation and management of the project and for establishing the administrative framework to monitor and assure progress toward the achievement of the goals and objectives of the project. Ensures the timely and quality completion of required reports.
  • Develops and implements annual program work and performance milestone plans and negotiates an agreement of
    those plans with USAID, subrecipients and other stakeholders.
  • Responsible for oversight and direction to all long- and short-term personnel under the contract.
  • Represents the project on behalf of RTI in regional or key global meetings, consultative sessions and conferences.

    Requirements:

  • Master’s Degree in public health, social sciences, international development, or a related field.
  • At least 12 years’ experience managing and leading technical, operational and administrative teams for complex health projects in Africa.
  • Five years senior level management experience in the design, implementation, and management of programs of similar size, complexity, and setting.
  • Demonstrated experience in institutional strengthening approaches.
  • Demonstrated leadership skills and experience in building and maintain productive working relationships.
  • Proven record of building teams and fostering collaboration to achieve program goals, meet program milestones, and produce quality program results.
  • Experience working as a D/COP for USG-funded project is highly desirable with proven capacity to effectively manage staff and project funds.
  • Knowledge of U.S. government health initiatives and related reporting requirements and funding parameters.
  • Strong knowledge of USAID administrative and reporting procedures and systems along with strategic program planning, management, supervision, and budgeting expertise.
  • Exceptional English written and oral communication skills; Swahili preferred.
  • Relevant experience in East Africa is preferred, preferably in Tanzania.
  • Excellent knowledge of Tanzania national issues impacting surveillance, Malaria, and demonstrated success strengthening local strengthening local government institutions.
  • Expertise in any of the following technical components: malaria, vector control, surveillance and/or health management information systems.
  • Demonstrated professional excellence in health program management, including experience in the following: client relationship management, developing program work plans, developing program budgets, managing program implementation, and managing technical assistance teams.
  • Strong proficiency with Microsoft Office Suite applications.
  • Willingness and ability to travel frequently within Tanzania.
