RTI International is a research institute based in North Carolina, USA of approximately 5000 employees with 30 years of worldwide experience implementing international development projects in energy and other disciplines.

We have extensive experience implementing a variety of projects worldwide focusing on legal/regulatory reform of the energy sector, improving energy efficiency, utility turnaround, raising private financing for energy infrastructure, working with governments on legal and regulatory reforms to alleviate bottlenecks, and increasing underserved populations’ access to energy.

RTI is seeking a part-time Environmental Advisor for the East Africa Energy Program under the Power Africa initiative by USAID.

Responsibilities:

This person will be the primary technical specialist responsible for ensuring development and tendering of environmentally-sound generation and transmission projects and working with East Africa electrical utilities to help address their environmental challenges.

The work will require liaising with the project staff such as Community Engagement Advisors to ensure that affected communities for proposed projects are heard in relation to environmental issues that impact their communities.

Specific Responsibilities:

  • Be the subject matter expert for the EAEP project regarding environmental issues
  • Review environmental impact assessments for proposed generation projects and to a lesser degree for transmission and distribution projects.
  • Provide feedback on these reports and recommend courses of action to country counterparts, developers, and other country stakeholders.
  • Support counterparts’ understanding of environmental issues regarding the energy sector. Assess knowledge gaps and develop plans to address them, referencing international standards.
  • Work closely with the EAEP Community Engagement Advisors to understand the needs of communities that will be affected by projects, especially regarding right-of-way issues for transmission infrastructure and related
    power generation infrastructure.
  • Support the Community Engagement Advisor to facilitate dialogues among communities, developers, and government officials with the to come to agreements on environmental issues related to projects that will affect communities.

    Required Minimum Qualification and Experience:
  • Bachelor’s degree in Environmental Engineering, or another relevant field.
  • 6-10 years of experience working with completing and/or reviewing environmental reports, specifically in relation to energy for at least 2 years
  • Demonstrated knowledge and understanding of the power sector and its environmental challenges in Kenya, Rwanda, Tanzania, and Ethiopia

    Knowledge, Skills and Abilities:
  • Excellent oral and written communication skills in English required.
  • Strong proficiency in another East African language is preferred.

    Level of Effort
  • We anticipate this position will be part-time, with a level of effort of approximately 100 days per year.
  • This position will be based primarily in Nairobi, but will require working in Kenya, Rwanda, Tanzania, Ethiopia, and possibly Djibouti, Somalia, Burundi, and DRC.
  • Some work will be handled remotely such as document reviews, but other assignments will require ground presence.
