Rose Avenue Group HR Manager Jobs in Kenya;Reporting to the Managing Director, the HR Manager will take full ownership of the human resources and administration function.
The role supports the people strategy and growth of the business, overseeing HR operations including workforce planning, recruitment, performance management and payroll.
The HR Manager will lead HR policy, training and development, statutory compliance, employee and industrial relations, and manage the HR and administration team.
Key Responsibilities
HR Strategy, Policy & Workforce Planning
Translate business plan into annual HR plan.
Develop and roll out HR policies and employee handbook.
Prepare and manage HR and administration budget.
Advise on organisation structure, job design and succession planning.
Maintain HR analytics and lead change initiatives.
Talent Acquisition, Onboarding & Manpower Supply
Own end‑to‑end recruitment process.
Build reliable talent pipeline for technical and project roles.
Approve contracts and ensure proper documentation.
Manage recruitment agencies and training institutions.
Oversee structured induction and probation management.
Performance Management, Learning & Development
Own performance management cycle.
Support supervisors in managing underperformance.
Conduct training needs analysis and deliver training plan.
Manage NITA levy reimbursements.
Maintain skills and certification matrix.
Develop career paths for technicians and supervisors.
Compensation, Payroll & Benefits
Review and approve payroll input and reconciliation.
Ensure accurate treatment of allowances and wages.
Maintain salary structure and recommend reviews.
Manage employee benefits and leave framework.
Resolve payroll and benefits queries.
Employee & Industrial Relations
Advise on employee relations and handle grievances.
Chair disciplinary hearings and represent company before labour authorities.
Manage relations with unions and consultative forums.
Coach supervisors on people management.
Drive employee engagement and welfare initiatives.
Statutory Compliance, HR Records & Risk
Ensure compliance with Employment Act, OSHA, WIBA and statutory deductions.
File PAYE, NSSF, SHIF/SHA, NITA, Housing Levy and HELB returns.
Maintain audit‑ready HR records.
Monitor labour legislation changes.
Ensure expatriate work permits are valid.
Administration & Facilities Oversight
Oversee front office, consumables and service contracts.
Manage company vehicles,
travel and accommodation.
Ensure timely renewal of statutory business documents.
Maintain administrative filing systems.
Health, Safety & Employee Welfare Governance
Work with HSE to enforce safety standards.
Ensure incidents are reported and WIBA claims processed.
Oversee OSHA audits, fire drills and wellness programmes.
Key Performance Indicators
Statutory returns filed within deadlines – Target: 100%.
Payroll reviewed and released on time – Target: 100%.
Vacancies filled within 45 days.
Offer acceptance rate ≥ 85%.
Annual staff turnover ≤ 15%.
Performance appraisals completed ≥ 95%.
HR audit findings closed within timelines – Target: 100%.
Personnel files ≥ 98% complete.
Training plan delivered and reimbursements claimed ≥ 90%.
Lost‑time incidents – Target: Zero.
HR spend within ± 5% of budget.
Contract renewals ≥ 45 days before expiry.
Qualifications
Bachelor’s degree in HR Management, Business Administration or related field.
Higher Diploma in HR Management or CHRP(K).
Full member of IHRM – Kenya, with valid practising certificate.
6+ years’ progressive HR experience, 2+ years at managerial level.
Knowledge of Employment Act, Labour Relations Act, OSHA, WIBA and Data Protection Act.
Experience running payroll and statutory returns for 50+ staff.
Proficiency in MS Office and HR/payroll systems.
Added Advantage
Master’s degree in HR, Business Administration or Organisational Development.
Experience in construction, interiors, manufacturing or project‑based environments.
Experience with CBAs and representing employers before labour authorities.
Certification in occupational safety and health.
