    With the extended support from the Latter- Day Saints (LD5), right to play is implementing projects aimed at strengthening early childhood development education in Adjumani, lsingiro, Kamwenge and Kyegegwa districts. The projects target to improve the quality of education for refugee and host community children aged 3-6 years in the four districts. In pursuit of this it intends to apply a portion of the funds to the following works; and as such invites interested, eligible and competent firms to bid through open domestic bidding for the following:

  • Currently, RTP is looking to hire an individual consultant who can oversee procurement, constructions and renovation of ECD classrooms and pit Latrines in Adjumani, lsingiro, Kyegegwa and Kamwenge refugee settlements. In consultation with the RTP’s team, the incumbent is expected to support the organizations projects working closely with RTP’s staff. .

    Scope of the Service:

    • Ensure proposed infrastructures and equipment comply with agreed standards

    • Support procurement of infrastructures by reviewing bid analysis and evaluating technical competency of suppliers.

    • Review construction drawings and bills of quantities from the district engineers for the proposed new constructions.

    • With the support of RTP’s legal adviser, draft contracts including all appendices and drawings based on standards forms.

    • Monitor implementation of proposed works, identify, and help rectify bottlenecks to implementation in order to ensure timely completion. Track cost, monitor variation orders, extra works etc. and inform RTP in advance if any extra works are expected incur additional costs

    • Follow-up ongoing construction activities and ensure suppliers adhere to completion of contractual commitment as per stipulated quality, time and cost.

    • Monitor and supervise construction works and ensure all construction works and installations are completed within allocated budget and time.

    • Check measurements and verify payments requested submitted by suppliers

    • Evaluate claims, change request and price adjustments submitted by suppliers for RTP’s approval

    • Conduct necessary onsite inspection of materials delivered to construction sites, also assess equipment and manpower deployed and check their compliance with the specification and standards stipulated in the contracts.

    • Draft provisional acceptance certificates for suppliers and facilitate handover of completed infrastructures
    and equipment for beneficiary schools

    Deliverables

    • Review drawings and bill of quantifies for proposed interventions

    • Taking part in the procurement committee meetings on evaluation of submitted bids of contractors.

    • Provide and report on technical evaluation reports on supplier’s competencies

    • Monthly reports describing activities accomplished, estimated completion dates and expenditures for each infrastructure.

    • Make progress reports of construction progress at the different stages of completion. An annual summary report for 2021

    Time Frame

    • Four (4) months commencing January 02, 2021.

    Payment

    • Payment will be based on an agreement signed between the consultant and RTP.

    • 69/6% withholding tax will be deducted on every Invoice submitted to RTP.

    Duty Station.

  • The consultants will be based in Adjumani and Kamwenge districts with frequent to travel to beneficiary schools.

    Job Requirements

    • Bsc Degree in Architecture, Civil Engineering, Building and Construction or a related field

    • Five {5} year of general experience from which a minimum of Two Years {2} relevant experience in international NGO as individual consultant and has a proven record for completing similar assignments

    • An experience in development and humanitarian particularly in a refugee setting of Uganda is an advantage

    • Knowledge of education sector and standards related to school infrastructure and equipment

    • Previous experience{s} in child centered organization working in Education is a plus

    • Proven record of designing and supervising school infrastructure constructions and equipment installations

    • Knowledge of child protection is desirable

    • Affinity with RTPs mission and its values

    • Excellent interpersonal and communication skills both written and verbal

    • Self-starter with ability to work with minimal supervision

    • Strong analytical skill and willing to support and empower others

    • Ability to establish productive working relationship with RTP’s staff and externally with partners & suppliers

    • Proactive, Team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity

    Technical Competencies

    • Advanced user Ms Excel, Ms outlook Ms-Word

    • Excellent Command of AutoCAD and other related software

    • Ability design infrastructures such as reading centers, Classrooms etc

    • Project Management
