Job Purpose

  • Safeguard RTP’s people, assets, and operations by leading effective safety and security risk management across all contexts.

  • Ensure policies, preparedness, and incident response frameworks enable responsible programming in volatile environments.

  • Advise leadership and foster a strong culture of safety and accountability.

    Accountabilities & Responsibilities

    Security KPIs and Leadership (25%)

  • Lead development of adaptable security measures for diverse programme delivery methods.

  • Mentor and develop network of Safety & Security focal points with Country Directors.

  • Monitor and audit security KPIs at country level.

  • Support Executive Team members to integrate security measures.

  • Promote security culture across global programmes.

    Security Management (25%)

  • Develop and oversee global S&S policies, standards, SOPs, and risk assessments.

  • Ensure consistent application of RTP S&S principles and KPIs.

  • Align with humanitarian principles and international best practice.

  • Monitor and report on implementation through audits and self‑assessments.

  • Advise Executive Team on acceptable risks and promote strong S&S culture.

    Incident Management (20%)

  • Coordinate all incident responses and report promptly.

  • Advise and review contingency plans (hibernation, relocation, evacuation).

  • Monitor communication systems and compliance.

  • Lead or coordinate responses to serious incidents.

  • Ensure clear incident reporting, investigation, and learning.

    Information Collection & Sharing (15%)

  • Collect and share safety/security information with leadership and GCMT.

  • Disseminate updates to staff.

  • Compile monthly reports for CPCO, Unit Leads, CDs, and SSFPs.

  • Network with NGO and UN security representatives.

    Capacity Strengthening & Compliance (15%)

  • Design and oversee organizational safety/security training.

  • Establish orientation processes for new staff and visitors.

  • Build staff understanding of safety/security responsibilities.

  • Monitor compliance, identify gaps, and escalate concerns.

  • Provide technical guidance on corrective actions.

  • Ensure systems for reporting injuries, accidents, and incidents.

  • Provide oversight for contracted security personnel.

  • Perform other duties as assigned.

    Scope & Impact

  • Global oversight of all RTP safety and security work, including travel security.

    Leadership & Staff Management

  • Coach and support ~12 S&S focal points.

  • Advise ET, Country Directors,
    and Unit Leads.

  • Support recruitment and onboarding of S&S focal points.

    Decision-Making

  • Make recommendations based on country office data, global networks, and accepted practices.

  • Consolidate and analyze information across countries to provide timely advice.

    Innovation & Improvements

  • Track innovations in security practices and tools.

  • Facilitate after‑action reviews and share findings to improve practices.

    Relationships & Communications

  • Work closely with GCMT, Global Director Country Offices, Logistics/Operations Manager, Unit Leads, and S&S focal points.

  • Maintain professional relationships internally and externally with security networks and providers.

    Expertise & Requirements

  • Security and Risk Management qualification or equivalent experience.

  • Up‑to‑date training in HEAT, crisis management, stress/resilience.

  • Extensive experience in at least 3 regions (Africa, Americas, Asia, Middle East, Europe).

  • Proven experience developing and implementing security policies and frameworks.

  • Cultural sensitivity and understanding of duty of care obligations.

  • Strong network with external providers and professionals.

  • Experience in hostile/complex environments.

  • Excellent communication skills in English; policy writing experience essential.

  • Knowledge of other regional languages an asset.
