    Job Description

  • Job Title: Country Director (CD).

  • Grade: 11.

  • Reports to: Vice President, Transformation and Impact.

  • Direct Reports: Program Manager, Education Specialist, Finance Manager, People & Culture Specialist, MEL Specialist, Logistics Officer.

  • Department: Global Program Unit.

    Purpose

    Provide overall strategic and programmatic leadership including business development, fundraising, compliance, risk, financial and people management to ensure success and growth of the country programme.

    Accountability & Responsibilities

    Governance and Representation – 20%

  • Manage organisational risk, legal and governance matters.

  • Act as RTP’s legal representative in country.

  • Represent RTP with government, donors, UN agencies and NGOs.

    Fundraising and Communication – 20%

  • Lead fundraising and resource mobilisation.

  • Drive proposal development and donor engagement.

  • Lead media and external engagement.

    Strategy Development – 15%

  • Set and lead strategic direction of the country programme.

  • Ensure alignment with RTP strategy and national priorities.

    Programmatic Oversight – 15%

  • Oversee programme portfolio
    ensuring quality delivery and measurable impact.

  • Promote collaboration, learning and innovation.

    Operational Management – 15%

  • Provide oversight of finance, budgeting, audits and compliance.

  • Ensure safeguarding, safety and security compliance.

    Staff and Workplace Management – 15%

  • Ensure effective people management, recruitment and performance.

  • Mentor and develop diverse country team.

  • Promote safe, inclusive workplace culture.

    Scope, Impact and Autonomy

  • Oversee all aspects of the country office.

  • Serve on Global Leadership Team.

  • Ensure quality programme delivery and adherence to budgets.

    Leadership and Staff Management

  • Lead and develop Country Management Team.

  • Champion DEIA standards, staff safety and well‑being.

  • Address and mitigate legal risks.

    Decision‑Making

  • Make decisions using internal and external information, often analytic with incomplete data.

    Innovation and Improvements

  • Drive innovation and continuous improvement in programmes and systems.

    Relationships and Communications

  • Build strategic relationships with donors, government, UN, academia, media, NGOs and partners.

  • Represent RTP in high‑level meetings and conferences.

    Expertise

  • Extensive leadership experience in international development organisations.

  • Master’s degree in business administration, social sciences, development studies or related.

  • Experience in stable and fragile contexts.

  • Proven success mobilising programme funding.

  • Understanding of laws, regulations and cultural dynamics.

  • Fluency in Amharic and English.

  • Experience with child‑focused organisations desirable.
