    About the Youth Think Tank

  • Restless Development Uganda is implementing a four-year program-the Youth Think Tank (YTT) supported by Mastercard Foundation.

  • The program which is being implemented in 7 countries started in October 2016 and will end in March 2021. The countries are Uganda, Kenya, Tanzania, Rwanda, Ghana, Zambia, and Malawi.

    Your role as a MEL Consultant

  • The evaluation study is intended to verify attainment of outcomes, assess to what degree the program met the objectives, how relevant was the program design and implementation model/approach but also attempt to find answers to the key program learning questions below.

    Specifically, this evaluation seeks to

  • Determine the extent to which the outcomes are attributable to YTT interventions.

  • Examine the project’s effectiveness and relevance over the past 4 years of implementation.

  • Document lessons learnt to inform the learning study, which will be conducted by the final cohort of researchers.

    Personal Specification

  • A Master degree in Monitoring Evaluation and Learning, Research, or other related field.
  • A Postgraduate training in Program Planning and Management, Youth Development studies is an added advantage.

  • Minimum of 5 years work experience in monitoring ,evaluation, learning, research and related fields

  • A proven background of conducting evaluations
    on participatory research programmes and familiarity with assessing research and influencing/advocacy outcomes.

  • Experience evaluating youth programmes.

  • Documentation, analytical and presentation skills with strong writing ability.

  • Understanding of the countries mentioned in the scope of study.

    Skills Required

  • Proven experience of performing outcome harvesting

  • Excellent written and presentation skills (English)

  • Excellent analytical and report writing skills;

  • Strong communication skills

  • Ability to work in the multi-cultural team environment and to deliver under pressure/meet deadlines

  • Ability to network with partners on various levels

  • Comfortable with the necessary computer skills.
