Restless Development Evaluation Consultant (Youth Think Tank) Jobs in Uganda


  • Restless Development is a global development agency that supports young people to lead change on local and global issues. We work with young people to ensure they have a voice, a living, sexual rights, and are leaders in preventing and solving their community’s challenges.

  • Restless Development Uganda is implementing a four-year program-the Youth Think Tank (YTT) supported by MasterCard Foundation.

  • The program which is being implemented in 7 countries started in October 2016 and will end in March 2021.

  • The countries are Uganda, Kenya, Tanzania, Rwanda. Ghana, Zambia, and Malawi. The consultant is expected to assess the extent to which the longer term and specific objectives have been achieved and how effectively the program components and outcomes have been met. .

    Roles and Responsibilities

  • In the execution of the evaluation, the key roles and responsibilities of the consultant and Restless development are stipulated below:

    The consultant shall be responsible for;

    • Identify, train and deploy data collectors

    • Develop data collection tools

    • Adherence to the Restless Development Safeguarding policy

    • Ensure security of data collected

    • Submission of the deliverables as per the agreed work plan

    • Adhere to contract terms

    Restless Development shall be responsible for

    • Providing all documents that are relevant for the successful execution of the tasks

    • Review and provide timely feedback on all the deliverables.

    • Introduce the consultant to the key program stakeholders

    • Provide/coordinate all logistics required for the execution of the evaluation

    • Mobilise for dissemination workshop

    • Adhere to the contract term

    Qualifications

  • A Master degree in Monitoring Evaluation and Learning, Research, or
    other related field, postgraduate training in Program Planning and Management, Youth Development studies, Social and Community work is an added advantage.

    Experience

    • Minimum of 10 years work experience in monitoring, evaluation, learning, research and related fields

    • A proven background of conducting evaluations on participatory research programmes and familiarity with assessing research and influencing/advocacy outcomes.

    • Experience evaluating youth programmes.

    • Documentation, analytical and presentation skills with strong writing ability.

    • Understanding of the countries mentioned in the scope of study;

    • Experience in conducting external evaluation and other impact studies.

    Skills /Technical Knowledge:

    • Proven experience of performing outcome harvesting

    • Excellent written and presentation skills (English)

    • Excellent analytical and report writing skills:

    • Strong communication skills

    • Ability to work in the multi-cultural team environment and to deliver under pressure/meet deadlines

    • Ability to network with partners on various levels

    • Comfortable with the necessary computer skills.

    Other requirements:

    • Expert knowledge of English.

    • Knowledge of local languages of the program countries would be an asset.

    • Commitment to safeguarding, fraud and bribery policies
