Org. Setting and Reporting

The UN Secretary-General's launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals.

As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator - the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level - support countries in the achievement of their development priorities and the attainment of the SDGs.

The position is located in the United Nations Resident Coordination Office (RCO), within the Integrated Office of the DSRSG/RC/HC in South Sudan with a day-to-day reporting line to the Senior Development Coordination Officer, Strategic Planning and RCO Team Leader and to the Head of Integrated Office.

Noting that strategic partnership entails non-monetary partnership and can be used to strengthen joint initiatives/advocacy with external partners towards a common goal, including that of advancing SDGs, the Development Coordination Officer, Partnerships provides advice and support to the Resident and Humanitarian Coordinator and the UNCT strategic partnerships for SDG achievement as well as advancing the Nexus approach.

Responsibilities

Within delegated authority, the incumbent will be responsible for the following duties:

Assists With the Provision of Substantive Integrated Support for Strategic Planning for and Integrated Coordination of Unct Partnerships:

  • Provides guidance on the development and implementation of the UN Partnership Strategy in alignment with and support of the UNSDCF in the country;

  • Coordinates the monitoring and assessment of the strategy at regular intervals to harness new emerging opportunities, to anticipate changes to the internal direction and external environment, and to make mid-term adjustments;

  • In coordination with the Risk Management Unit, advises the Resident Coordinator (RC) and the UNCT in identifying risks and opportunities related to specific partnerships, suggests mitigation measures as relevant; and provides analysis and recommendations on due diligence processes of potential investment and partnership opportunities, in accordance with UN regulations and procedures;

  • Advises the RC/UNCT on developing and implementing locally-tailored partnerships and resource mobilization strategies and initiatives;

  • Plans and facilitates dialogues with partners to improve development assistance policies and practice;

  • In coordination with other Units in the Integrated Office of the DSRSG/RC/HC, conducts liaison and coordination with UN entities at country, regional and HQ levels, to help package and define UN business strategies, including differentiated value propositions, to attract partners, both traditional and non-traditional.

    Guides Joint Integrated Resource Mobilization for the UNSDCF:

  • Advises the RC/UNCT on developing and implementing locally-tailored resource mobilization strategies and initiatives, and identifies appropriate data and benchmarks to measure progress and success;

  • Monitors, analyzes and enhances existing resource mobilization partnerships and relationships, including those with high net worth;

  • Plans and facilitates the design, formulation, implementation, monitoring and reporting of joint programmes and programming processes for use in joint resource mobilization;

  • Provides advice and guidance for the production and distribution of marketing materials to raise awareness about opportunities for working with the UN on SDG investment;

  • Strengthens the UN brand via events, media and public relations opportunities targeted to the diverse partners, in close collaboration with the UN Communications Group.

  • Supports the development of financing strategies and resource mobilization initiatives for the Nexus initiative.

    Plans and Facilitates Substantive Integrated Support on Financing for Accelerating the Achievement of
    the SDGS:


  • Provides advice on financing for development options, instruments, modalities to the RC/UNCT, in alignment with the Common Country Analysis (CCA), UNSDCF, MAPS (Mainstreaming, Acceleration and Policy Support) and similar processes;

  • Analyzes trends and provides advice on new and innovative financing mechanisms for development and SDG acceleration;

  • Prepares briefing papers and discussion points on issues related to financing for development for consideration by RC/UNCT;

  • Plans and facilitates engagements with external stakeholders - including the national government, international financial institutions and others - on financing for SDG acceleration;

  • Guides the design and execution of innovative proposals to strengthen the UNCT engagement and reputation, and to generate greater financial resources in support of the SDGs;

  • Advises on the establishment and management of the country-based SDG Fund, in close collaboration with UN Multi-Partner Trust Fund Office (where relevant).

    Conducts Knowledge Management and Capacity Development Activities:

  • Plans and facilitates the development, maintenance and sharing of knowledge and intelligence, to ensure RC/UNCT are informed and positioned to effectively generate and harness opportunities to meet its resource mobilization targets;

  • Contributes to knowledge networks and communities of practice at national, regional and global levels;

  • Coordinates activities to strengthen the capacity of UNCTs to mainstream and promote SDG investment partnerships;

  • Advises on the discovery, evaluation and selection of partnership opportunities at the sourcing and origination stages.

  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.

  • Performs other relevant duties as assigned.

    Education

  • Advanced university degree (Master's degree or equivalent degree) in business or public administration, sustainable development, social sciences, education or related area.

  • A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

  • Certification in data analytics, business analytics or data science programs is an advantage.

    Work Experience

  • A minimum of seven (7) years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization or development finance in the context of development cooperation, humanitarian action or related area is required.

  • Experience in developing and implementing partnership and resources mobilization strategies is required.

  • Experience in the United Nations system and in inter-agency coordination is required.

  • Knowledge of UN processes and regulations, particularly in the area of partnerships, is desired.

  • Experience in resource mobilization with bilateral entities/cooperation entities and private sector, especially in Africa, is desired.

  • Two (2) years or more of experience in data analytics or related area is desired.

    Languages

  • English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of Arabic is desirable. Knowledge of another official United Nations language is an advantage.
