    Background

    Relief International is a non-profit organization working in 20 countries to relieve poverty, ensure well-being and advance dignity. Relief International specializes in fragile settings, responding to natural disasters, humanitarian crises and chronic poverty.

    Rationale of the survey

    Humanitarian needs in South Sudan remain acute and continue to be driven by armed conflict and violence, economic crisis and food insecurity. After five years of conflict, South Sudan is now facing a chronic nutrition and health crisis, with hunger and malnutrition having escalated on an unrelenting course that has seen nearly 1.1 million children under the age of five and 672,500 pregnant and lactating women estimated to be acutely malnourished and in need of life saving assistance while a record high 6 million people are severely food insecure.

    In 2017 and 2018, conflict continued largely unabated in Upper Nile (on the western bank of River Nile, Renk, Mathiang, Longechuk and Pagak counties) which added to the continued mass displacement of tens of thousands of civilians.

    As conditions of violence and insecurity persist, access to basic services that include health and nutrition, water supply and infrastructure have remained restricted. Affected populations have been forced to retreat into more remote areas that are not easily accessible for humanitarian assistance and basic services.

    Particularly vulnerable groups such as children, women, people with disabilities and older people continue to suffer the most intense consequences of sustained displacement, violence and lack of access to services.

    Under this project, Relief International will conduct a KAP Survey to assess knowledge, attitude and practices of the caregivers of targeted households regarding health as well as overall water, sanitation and hygiene at household level. An understanding of KAP of the targeted populations will inform programming and content of awareness raising sessions and other related information and education materials.

    Overall, the survey will enable Relief International to gain a more thorough understanding of specific behavioural factors underpinning health outcomes and understanding of barriers to health.

    Furthermore, the results from the survey will enable Relief International to develop targeted health and WASH messaging and implement an appropriate response to improve health outcomes in all the targeted counties.

    Specific Objectives of the survey

  • To determine the quality of services provided by static and mobile health facilities by conducting client exit interviews of patients seeking various health services
  • To determine the knowledge, attitude, practices and behavior of targeted households and communities in the supported health sub-sectors (including reproductive health, vaccination, communicable and non-communicable diseases and community health)
  • To determine the targeted population’s current knowledge, attitude and practices towards water, hygiene and sanitation.
  • To guide Health and WASH programs to adjust/adapt the current intervention to focus on the identified weakness/barriers/bottlenecks.
  • To provide a benchmark for measuring and evaluating the expected results at the end of the program
  • To provide decision support tools that will inform/define programming needs and address gaps in service delivery.
  • To make recommendations related to the results of the survey with a view to proposing suitable action plans for improved access to health services as well as to drinking water, sanitation and hygiene facilities by the end of the project

    The consultant will work under the direct supervision of RI-Health and Nutrition Manager and WASH Program Manager based in capital office and in close collaboration with a technical team consisting of the WASH, Health and Nutrition coordinators based in the targeted field locations

    Methodology

    In consultation with key program and technical staff, the consultant will be responsible for defining the parameters of the assessment, including the finalization of an inception report to be shared with the RI’s WASH and Health & Nutrition Program Managers .

    The assessment will look at the knowledge, attitude, and practices regarding water, sanitation, hygiene and health services , identify barriers to these services. Focus group discussions will be conducted in a participatory manner that will enable the government counterparts from the County Health Department, implementing partners, and

    community members to participate.

    Timeframe planned from start of survey planning to submission of final report

    The consultant will be responsible for the analysis of findings and drafting of the final report. The report must provide a clear picture of the current knowledge and practices around health and WASH as well as the barriers to optimal health practices and care, and recommendations on the priority behaviors to address and how to address the barriers to those behaviors .

    Activities

    Expected Deliverables:

  • An inception report including the methodology, questionnaires (HHI, KII and FGD), timeline and training manuals for the survey
  • A database of the survey that includes: Raw data (Excel format, Stata and SPSS), a data dictionary, the survey basis, internal coherence tests, clearances and other elements to facilitate the analysis of the survey.
  • A final report of the findings of the survey compared to the previous KAP survey conducted and recommendations and a concise PowerPoint presentation of the main results/findings for the RI programme staff and key stakeholders (CHD etc).
  • All deliverables will have to be submitted and validated by Relief International before payment is made.

    Minimum Criteria for Submission of Proposal/Bid

    The consultant/firm is expected to demonstrate that it has a track record of not less than four (4) years of experience executing similar surveys in a developing country set-up with diverse geographic and ethnic/clan compositions. The consultant/firm should also list the scale of similar projects worked on in the past. Experience in conducting surveys in South Sudan or the region will be considered a plus

    All Bidders are required to meet the following minimum requirements in order to qualify for submission of their proposal:

  • Previous experience in similar assessments.
  • Capability of the assessment team: Team member(s) shall have public health certification , along with relevant experience.
  • Attachment of all supportive documents with the technical proposal is required.
  • Knowledge of the project area and knowledge of the local language (s) will be considered a plus.

    Preparation of Technical Proposal

  • Your proposal should include the following at minimum:
  • A brief introduction of bidding consultant/firm attaching relevant CVs
  • Proposed methodology and approach
  • Proposed work plan and budget ( daily rate in US Dollars ).
  • Your availability

    While preparing the technical proposal, applying consultant/firms must give attention to the following:

  • The proposed survey team members must, at minimum, have the requisite qualifications and experience
  • The technical proposal shall provide a description of the consultant/firm including an outline of the consultant/firm’s recent experience on similar undertakings
  • Provide the profile of each of the assessment team members including an outline of the members’ recent experience & duration of involvement on assignments of work of similar nature.

    Contractual issues

    Relief International will provide the following at no cost to the consultant:

  • Travel costs (to and from targeted counties ) however no costs associated with preparing the application will be met by Relief International
  • The consultant/ firm must comply with Relief International’s rules and procedures related to security and relations with the media
  • The consultant/ team must respect the ethics related to evaluation practice
  • Security would be provided and organized by Relief International South Sudan Team
  • Relevant project documents as deemed necessary.
  • Payment for this consultancy shall be made upon successful submission of the final report. Please note that the final report has to get the necessary validations by country program team and global technical advisors.
