    Relief International is seeking to engage services of a consultant to carry out needs assessment to identify the main underlying causes of food insecurity and risks to livelihoods across a range of settings to identify responses that will save lives and preserve and reinforce the livelihoods of vulnerable population.

    This needs assessment is intended to lead to formulation of projects that address identified gaps. The assessment will provide the basis for strategic interventions ascertaining food insecurity specific demographics in order to develop context specific programs or projects that are relevant and driven by the needs of the communities.

    Veral Objective of the Assessment

    The overall objective of the assessment is to assess changes in food availability and food access, analyze the underlying causes of food insecurity and threats to livelihoods.

    Recommend an appropriate response to address food insecurity in the short to medium term and/or support and protect livelihoods in the long term.

    Specific Objectives

  • To conduct an in-depth analysis into the causes of food insecurity;
  • To carry-out a vulnerability analysis that includes the identification of seasonal and long term risks;
  • Assess market function including prices of staple food and basic commodities; variation and trends;
  • Analyze coping mechanisms including range of food consumption strategies (adaptive, coping, crisis, survival);
  • Identify the worst affected groups and areas;
  • Identify resources and capacities of
    communities to meet immediate needs;
  • To identify appropriate intervention and associated target groups that will address food insecurity and support livelihoods in the longer term

    Expected Results of the Assessment:

  • Develop tools and methodology for the needs assessment;
  • Conduct needs assessment in the identified areas;
  • Produce Needs assessment report and provide recommendations for strategic planning.

    Deliverables;

  • An inception plan clearly indicating activities, timelines and delivery plan;
  • A comprehensive participatory needs assessment report based on the objectives of the needs assessment;
  • Develop a detailed implementation plan based on the prioritized needs/issues;
  • Organize a half a day dissemination/presentation to RI management

    Reporting and Documentation

  • In all matters relating to the Assessment, the consultant will report to the Livelihoods Country Program Manager

    Timelines:

  • The assignment should be completed in 21 days including report writing

    Consultant’s Profile;

  • At least a degree in the fields of Food Security, Social sciences, Statistics, Research methodologies and any other related field;
  • Knowledge and experience in research and participatory methodologies and approaches such as PRA, situational and problem analysis;
  • Experience in data analysis, presentation methods and data analysis;
  • Good spoken and written communication skills in English

    Application Requirement;

  • While preparing the proposal, applicants must include the following;
  • A brief description of the consultancy firm or consultant and an outline of recent experience or assignments of similar nature;
  • A description of the methodology, financial and technical proposals including work plan for performing the assignment;
  • At least three references of similar assignments that the consulting firm or consultant has undertaken in the last three months.
