Background

  • The Regional Collaboration Centre (RCC) Kampala was established in 2013 by the United Nations Framework Convention for Climate Change (UNFCCC) secretariat and the East Africa Development Bank (EADB) to provide hands-on climate change support to stakeholders and governments in Eastern and Southern Africa in collaboration with partners such as NGOs and the private sector.

  • The first goal of the RCC is to support the implementation of the Clean Development Mechanism (CDM) of the Kyoto Protocol. This includes communication, capacity building, stakeholder engagement, technical support, regional coordination and any other activity performed that are necessary to keep the CDM active in the RCC regions and ensure geographical distribution.

  • Secondly the RCC Kampala facilitates the implementation of the Paris Agreement in the areas of Adaptation, Transparency, Finance, Technology and Capacity-building, as well as, supporting the development and effective implementation of innovative market-based approaches building on the lessons learnt from the CDM to broaden the engagement in and effectiveness of action to mitigate climate change and drive sustainable development. This goal also aims at facilitating the operationalization of the cooperative approaches established by Article 6 of the Paris Agreement and broader efforts to engage non-Party stakeholders in climate action.

  • Lastly, the RCC Kampala mobilizes and coordinates Climate Action in the region and puts measures in place to ensure continued engagement with the host partner, UN Regional teams, international agencies and other partners. Communication of RCC activities and highlights via different platforms are an important aspect of this goal to ensure visibility and engagement with Party and non-Party stakeholders in climate action, as an extended arm of the secretariat.

    Role

  • In this context, RCC Kampala is seeking a Technical Officer for the work in the two regions (Southern and East Africa).

  • The Technical Officer will be guided by both the Regional Lead RCC Kampala (at EADB) and the responsible Officers of the various workstreams located at the UN Climate Change secretariat (UNFCCC) in Bonn.

    Functions

    The functions include:

    Project Support

  • Direct technical and procedural support to CDM projects and PoAs, with the guidance of the UNFCCC Mitigation Division, where needed.

  • Collect updates on project statuses including on the implementation of projects, need for financing (CDM or otherwise) and desire to expand;

  • Map out sources of CER demand in the region covering compliance, voluntary and results-based finance;

  • Support relevant project data collection exercises of the Mitigation Division, on request;

  • Explore ways in which the RCC Kampala database can be utilized to facilitate matchmaking between buyers/investors and sellers/developers;

  • Promote the use of the Voluntary Cancellation Platform among CDM project developers and state and non-state CER buyers.

    Support Stakeholders and the Mitigation Division in the Development of Standardized Baselines

  • Provide direct technical support to top down and bottom up development of standardized baselines (SBs) in power, energy efficiency, waste and biomass;

  • Identify key potential sectors and stakeholders (including funding partners) for the development of new standardized baselines in the region within the context of secretariat’s ongoing work;

    Enhance Regional Capacity and Engagement in Climate Action

  • Contribute to maintaining proper records of interventions – events/webinars on the RCC central platform and with significant stakeholders;

  • Co-organize and support participation in priority events/workshops through preparing presentations and relevant reports;

  • Facilitate/participate in events/workshops (e.g. Africa Climate Week, national and regional workshops);

  • Carry out and deliver webinars on specified priority topics for RCC stakeholders;

  • Identify new and enhance existing partnership (e.g. GIZ, AfDB, UNEP, UNDP);

  • Support the workplan and country engagement on carbon markets and carbon pricing activities under the Eastern
    Africa Alliance on Carbon Markets and Climate Finance, and the Collaborative Instruments for Ambitious Climate Action (CIACA) initiative.

    Support Implementation of the Paris Agreement

  • Provide support for the transition to the enhanced transparency framework;

  • Provide direct technical support to Parties in defining and implementing their NDCs;

  • Support adaptation activities in the region as and when requested by Parties in collaboration with UNFCCC and regional partners

  • Support the adoption and use of CDM approaches, methodologies and tools in the broader Paris framework such as under Article 6, and regional and national climate change policies, strategies and actions

  • Support countries enhance their climate technology, e.g. Technology Action Plans, Technology needs assessments, through capacity building and engagement with support of the team at the Secretariat.

    Contribute to the Efficient Management of the RCC

  • Support outreach activities including the research of relevant material for articles, newsletters and other means of communication, and contribute to preparation of the RCC’s newsletter;

  • Completion of monthly executive performance reports and other monthly reporting templates;

  • Maintain and use online operational tools including SharePoint, customer relationship management tool (CRM) and MS Teams;

  • Ensure that secretariat’s communication tools (such as website and newsletters) regularly feature the work of the RCCs;

    Qualifications

  • University degree, preferably at master’s level, in environmental management/, climate change science, sustainable development or related discipline;

  • At least five years of relevant professional experience working in the field of climate change. Especially experience in implementing mitigation actions such as CDM projects;

  • Experience in climate policy (particularly related to UNFCCC processes) and knowledge of climate change mitigation issues and sustainable development (i.e SDGs) is desired;

  • Knowledge of information exchange and interaction with various stakeholders including governments, international organizations, research institutions, private sector and NGOs is also an important asset;

  • Research and analytical skills, written and oral communication skills; innovative conceptual and operational thinking;

  • Track record in designing emission reduction projects would be a significant advantage;

  • Excellent computer skills and knowledge of Microsoft Office, particularly MS Word, PowerPoint and Excel;

  • Excellent knowledge of English, fluency or a good knowledge in other languages would be an advantage
