  • The Monitoring, Evaluation and Reporting Senior Officer holds overall responsibility for monitoring, evaluation and reporting activities for RefugePoint’s Urban Refugee Protection Program in Nairobi, Kenya.

  • In addition, this position will interface with all other RefugePoint programs to ensure that there is a comprehensive, well-coordinated and integrated approach to monitoring, evaluation and reporting.

  • The MER Senior Officer will engage in the ongoing development and execution of strategies for monitoring, evaluation and reporting of individual units of the URPP as well as MER strategies for the overall, integrated URPP model.

  • The MER Senior Officer will be responsible for quantitative and qualitative data collection systems and tools, ensuring data quality, and analyzing and reporting on data in an effective and timely manner.

  • The MER Senior Officer will work in conjunction with the Senior Program Officer, MERL based at the headquarters in Boston to develop and execute MER strategies and build overall organizational capacity for monitoring, evaluation and reporting.

    Core Responsibilities & Duties

  • Coordination and Systems Enhancement
    Support individual units in the refinement of MER indicators and data collection tools (quantitative and qualitative).

  • Work with staff to ensure that unit-specific and Urban Refugee Protection Program-wide monitoring, evaluation and reporting plans are in place and followed.

  • Work closely with IT and program staff to advise on refinements to data collection tools and database design.

  • In partnership with unit managers, codify standard definitions and key indicators.

  • Participate in existing organizational partnerships pertaining to monitoring, evaluation and research, and explore opportunities to expand collaboration.

  • Assist in recruiting, training and managing short-term enumerators/surveyors.

  • Monitoring & Quality Assurance
    Establish and maintain quality standards for data collection and overall program documentation.

  • Conduct quality assurance checks on staff work in accordance with established standards.

  • Ensure organizational objectivity in all MER activities.

  • Stay abreast of, and incorporate into strategies as appropriate, the latest literature, studies, best practices and findings relevant to MER of urban refugee assistance and URPP program areas.

    Analysis, Evaluation & Reporting

  • Carry out or coordinate qualitative assessments with beneficiaries (e.g. participatory evaluations, focus groups, observation and other).

  • Provide leadership in data analysis.

  • Assist in preparing statistical and narrative reports for both internal
    and external audiences.

    Supervision

  • Coordinate identification and engagement of Associates and Enumerators in the MER unit.

  • Monitor and mentor the performance of the MER associates to ensure that the wellbeing of households is assessed on time and accurately using the established tools.

  • Ensure that the MER associates carry out their work in a culturally appropriate way.

  • Supervise and monitor the performance of the MER clerk to ensure that necessary tasks are completed in time to support the finalization of the URPP database build.

  • Assess the performance of all MER staff and maintain accurate performance records.

  • Identify training needs of MER staff and coordinate their training for capacity enhancement.

    Other

  • Adhere to RefugePoint’s code of conduct, Standard Operating Procedures, guiding principles and uphold the highest professional ethical obligations.

  • Represent RefugePoint in different forums (i.e. Communities of Practise and different fora) as assigned

  • Actively participate in internal trainings, supervision, and team meetings.

  • Attend to other program duties as may be assigned by the Country Director.

    Requirements

  • BA required, MA in relevant field preferred;

  • Working knowledge of refugee issues (in particular local integration, urban/out-of camp programming, livelihoods, psycho-social assistance and child protection) preferred but not required;

  • 3-5 years direct program experience in monitoring and evaluation;

  • Ability to work with and analyze large data sets;

  • Ability to synthesize information clearly, consistently and logically;

  • Familiarity with mobile data collection;

  • Enthusiasm for and dedication to working with vulnerable populations;

  • Excellent English writing skills; ability to draft professional reports in English;

  • Excellent Kiswahili speaking and writing skills;

  • Familiarity with stats packages preferred (for example: Access and SAS, SPSS or Stata).

    Special Requirement

  • Police clearance certificate.
