Job Description

  • The Evaluation Specialist serves as a data analytics expert, collectively working with the Planning, Evaluation and Learning (PEAL) to achieve the organization goals.

  • The role is focused on management of enormous volumes of data streaming from multiple sources, and providing data-driven insights to relevant departments and stakeholders.

  • In this position, the Evaluation Specialist takes lead in ensuring the most appropriate data warehousing, research, data management and reporting, as well as provision of dashboard solutions to all organization staff and other stakeholders.

  • The specialist takes the lead in programming and building predictive and data mining models and algorithms using appropriate code language like XML Macro, C++, Python, Java or R, with an overall objective to facilitate learning and decision making.

  • With tenacity, he/she dives strongly into various datasets to uncover insights, formulate and test ideas to help bring out the understanding of data trends and statistics– helping the organization to take suitable and viable courses of action.

    Roles & Responsibilities

  • Planning Evaluation Surveys – Works with the evaluation team in planning and organizing relevant baseline and annual household income surveys. Ensuring that data collectors have the necessary track sheets for a successful household income survey generated through a randomization process.

  • Data tools reviews – Ensures seamless and real time inflow of data collected from multiple field sites and from large numbers of contractors. Working with relevant evaluation officers in ensuring that all data analysis plans and tools are in place and well updated. He or she regularly audits system data to guarantee compliance, accuracy and duplication management.

  • Process improvement – The Evaluation specialist identifies opportunities to improve data management and statistical reporting processes, leveraging technology software and applications (e.g. Alteryx, Tableau, SurveyCTO or related)

  • Data Quality Checks and management- Perform extensive data validation and quality assurance within a variety of data sources, extracting knowledge and actionable information while taking the lead on building proactive data validation through automation systems to maintain data integrity.

  • Data analysis and Modeling – Use applications like Alteryx, GIS and AI development platforms or related to design and flesh out data mining and prediction models for use in regular and/or automated reporting and analysis. Having in mind the space and time to further explore machine learning and data mining opportunities aimed at drawing insights that will aid the organization in developing suitable courses of action time over time.

  • Data patterns and visuals – Build tabular and/or visualization reports as needed. Identifying, analyzing and interpreting data trends in the organization’s mult-dimensional data sets. Evaluates operations for inefficiencies and identifies areas where to create, automate, and develop tools that will change the narrative for the better.

    Requirements and Experience

  • Degree in Statistics, Computer Sciences, and Computer Engineering, not a requirement but favorable.

  • Minimum of 2 years’ experience in applied statistics and data management

  • Required to have programming skills in two of the following: XML Macro, C++, Python, Java,

  • Required to have data analysis skills using statistical software (e.g., STATA, EpiInfo)

  • Experience with Alteryx, GIS tools, and AI Development Platforms is an added advantage
