The purpose of the Uganda Learning Activity (ULA) is to further strengthen USAID/Uganda performance and improve the performance of its implementing partners, with a focus on collaborating, learning and adapting (CLA), in order to enhance the impact and sustainability of USAID-supported contributions to Uganda’s development. The ULA will achieve this through three objectives:

  • Collaboration: Strengthened collaboration, both internally and with external stakeholders, enables USAID to better leverage expertise, learning and resources; and deepens local ownership
  • Learning: Systematic learning, through applied research, monitoring and evaluation, informs and improves the relevance, quality and cost- effectiveness of programs and operations
  • Performing: Adaptive management of program implementation and meta-level interventions to improve the quality of USAID program outcomes

    The Karamoja Regional Development platform brings together the private sector, civil society representatives and local government actors from all the 10 districts and 2 municipal councils, to collaborate in pursuit of the region’s development. This cooperation is derived from the provisions of section (8) of the LGs Act CAP 243 and Article 178 of the 1995 Constitution of the Republic of Uganda. Based on these provisions, an interim Steering Committee (SC) elected in May 2018 has carried out extensive consultations and partnered with the Gulu University Constituent College in Moroto to inform the formulation of a regional development strategy and investment plan.

    Responsibilities

  • Submit an inception report with a detailed methodology of defining the model of legal registration and elaboration on the management structure of SC materials and assignment execution work plan
  • Facilitate two one-day consultative meetings for the Steering
    Committee, key stakeholders (including USAID IPs EKISIL and KRSU-II, Riamriam and the Ministry for Karamoja) provide input on the proposed option(s), and subsequently review and approve the documents to facilitate the registration upon the filing of the documents with relevant authorities
  • Present a draft registration and management document with options to a stakeholder’s validation workshop and facilitate consensus
  • Prior to or after the registration, the Consultant will provide guidance to the SC to ensure guidelines and entity documents are ratified by the member districts and institutions
  • Compile and submit a final proposed registration model and organizational structure to be adopted by the regional platform

    Qualifications

  • Master of Law (LLM) from an accredited University required
  • Sound knowledge of the legal framework for cooperating and business entities, and experience of registering such entities
  • Sound Knowledge of organizational management structures
  • Shall be well conversant with the decentralization policy and context in Uganda
  • Track record of supporting highly functional coalitions and regional platforms that bring together State and Non-State Actors
  • Fluency in both written and spoken English required, and fluency in a Ugandan language preferred
