  • QED Group, LLC (QED) is the Prime Contractor under the USAID-funded project entitled Uganda Learning Activity objective is to further strengthen USAID/Uganda performance and improve the performance of its implementing partners, with a focus on collaborating, learning, and adapting (CLA), in order to enhance the impact and sustainability of USAID-supported contributions to Uganda's development.

    The ULA will achieve this through three objectives:

  • Collaboration: Strengthened collaboration, both internally and with external stakeholders, enables USAID to better leverage expertise, learning, and resources; and deepens local ownership.

  • Learning: Systematic learning, through applied research, monitoring, and evaluation, informs and improves the relevance, quality, and cost—effectiveness of programs and operations

  • Performing: Adaptive management of program implementation and meta-level interventions to improve the quality of USAID program outcomes.
    ULA is looking for suitable, qualified, and experienced candidates for the available positions below. The positions are based in Kampala with occasional travels to the other parts of Uganda as needed.

    Responsibilities

    Director of Collaboration and Outreach will have primary responsibility for delivering the "collaboration" result of the Uganda Learning Activity through the following:

    • Oversee the Contractor's events planning, facilitation, note—taking and related services

    • Work with the Director of Performance Improvement to strengthen the collaboration and networking skills of USAID/Uganda staff; this includes internal collaboration to enable cross-sector integration, problem convergence, enhanced development results, and resilient, effective teams; and external collaboration to maximize limited U.S. Government resources, build trust and engage stakeholders

    • Support USAID/Uganda’s thought-leadership efforts by strengthening USAID/Uganda relationships with Ugandan government and wider thought leaders and influence shapers, with the Ugandan media, and with actors in regional and international development

    • Ensure that USAID/Uganda-supported STIP grants are achieving results and adhering to best practices in transparency, accountability and grants management Ensure that USAID/Uganda-supported STIP grants are, as much as possible, co-financed by private sector, other donor and other partners; and strengthen USAID/Uganda’s efforts to integrate innovation throughout its portfolio

    • Contribute to annual CLA
    assessments of both Mission personnel and offices and IPs, to identity current self-ratings of collaboration endeavors and aspirational state, and to develop road maps for progression from current to aspired state as well as deliberative learning events to ‘pause and reflect’ on aspects of practice related to collaboration

    • Oversee internal data collection, management and analysis related to relevant ULA AMELP indicators contributing towards results under the Collaboration pillar

    • Provision of or facilitation of training support to USAID/Uganda and IPs on the establishment of regional and national fora that do not depend on ongoing facilitation support

    • Develop six-monthly work plans as part of ULA Senior Management Team for submission to USAID/Uganda

    • Provide supervisory support to ULA staff falling under the Collaboration pillar including annual performance appraisals and more frequent performance monitoring

    Qualifications

    • Bachelor’s Degree in a related field of study, and at least five years’ experience in international development, Master's Degree in a related field preferred

    • Eight years of direct experience managing communications, partnership-building, and/or grants management

    • Three years‘ experience managing project staff

    • Demonstrated knowledge of, and experience with, setting up and managing cutting-edge communication tools, such as social media platforms, interactive websites, etc.

    • Preferably, demonstrated skills and experience in building partnerships with the private sector and other donors

    • Preferably, at least three years‘ experience living and working in developing country environments "

    • Previous experience on USAID-funded contracts.

    • Fluency in written and spoken English
