PSC Registrar of Government Securities Jobs in Kenya
Qualifications for appointment
Cumulative service period of twelve (12) years, three (3) of which must have been in the grade of Deputy Director, Debt Management/Settlement, CSG 6 or in a comparable and relevant position in the public service
Bachelor’s degree in Economics and Statistics, Economics and Mathematics, Computer Science, Information Communication Technology, Commerce (Accounting or Finance option), Business Administration (Accounting or Finance option), or any other equivalent qualification from a university recognized in Kenya
Master’s degree in Economics, Finance, Accounting, Project Planning and Management, Business Administration, International Relations, Computer Science, Information Communication and Technology or any other equivalent qualification from a university recognized in Kenya (considered an added advantage)
Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution
Certificate in Public Debt Management, Monitoring and Evaluation, Project Management, Debt Management Performance Assessment, Debt Sustainability Analysis, Macroeconomic Analysis and Modelling/Reporting, Policy Formulation, Public Debt Restructuring or any other equivalent qualification from a recognized institution
Demonstrated clear understanding of National Development Goals, values and principles of governance
Demonstrated professional competence and managerial capabilities
Duties and responsibilities
Develop policies, strategic plans and performance management frameworks for the Registrar of National Government Securities Division
Oversee the creation, validation and maintenance of a comprehensive, reliable and up-to-date database for all public and publicly guaranteed debts undertaken by both the National and County Governments
Review oversight and Financial Market Infrastructure (FMI) assessment reports for Central Securities Depository (CSD) systems from appointed agents
Direct production of reliable and timely debt service forecasts for input into the budgetary process and prepare debt statistics to support analysis, statutory reporting and debt data dissemination
Oversee reconciliation of debt records and development of cash flow projections for debt servicing
Ensure timely payments from the debt system as per the Service Level Agreement (SLA)
Oversee dissemination of public debt data and ensure safe custody of loan agreements and supporting documents
Implement Operational Risk Management Framework for the debt system
