PSC Director, Building Safety & Quality Assurance Jobs in Kenya
Qualifications for appointment
Served for a minimum period of three (3) years in the grade of Deputy Director, Buildings Safety Testing and Quality Assurance Services, CSG 6, or in a comparable and relevant position in the public service
Bachelor’s degree in Architecture, Mechanical Engineering, Structural Engineering, Electrical Engineering, Civil Engineering, Quantity Survey, Design, Building Economics or equivalent qualification from a university recognized in Kenya
Master’s degree in Architecture, Mechanical Engineering, Structural Engineering, Electrical Engineering, Civil Engineering, Quantity Survey, Design, Building Economics or equivalent qualification from a university recognized in Kenya
Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution
Attended a Safety & Health course lasting not less than two (2) weeks OR a Climate Change Certificate lasting not less than two (2) weeks
Registered with the relevant professional body
Demonstrated merit and ability as reflected in work performance and results
Demonstrated clear understanding of National Development goals, objectives and ability to integrate them into the buildings safety testing and quality assurance function
Duties and responsibilities
Formulate, develop and implement programmes, procedures, strategic policies, standards and regulations on building safety, quality assurance, climate change in buildings and building assets management
Coordinate strategic support to professional and regulatory bodies related to buildings safety testing and quality assurance functions
Ensure development of linkages with bilateral, regional and international organizations on building safety matters
Approve safe management of building stock in Kenya
Oversee inspection of buildings and construction sites to monitor safety compliance, identify potential risks, and address safety concerns promptly, including conducting non-destructive and destructive testing methods for building assessments
Coordinate mainstreaming of the Green Buildings Agenda and other climate change integration in planning and development in the built environment
Ensure the built environment fulfils its climate resilience, adaptation and mitigation roles and targets at national, regional and global levels
Coordinate the building and construction sector technical working group on climate change
Implement quality improvement and management initiatives and procedures to enhance overall building projects’ performance
Develop specifications and standards of designs for quality building materials, processes and systems
Ensure implementation of quality control procedures and processes in the built environment
Promote collaboration with other government agencies, county governments and industry stakeholders to improve overall quality of the built environment
Ensure adherence to applicable laws and regulations within the building industry, including health and safety, environmental protection and consumer rights
Establish inspection and test plans in the built environment
Ensure provision of enabling environment for domestic and foreign direct investment in the built environment
Coordinate development and promotion of eased regulatory approvals processes for buildings
Coordinate buildings and climate change integration
Oversee building assets management functions
Implement the ministry’s strategic objectives
Prepare and implement staff performance contracts
Mobilize team building initiatives
Oversee financial and assets management
Institute operational accountability and transparency
Secure and manage financial support for development plans and overall supervision
Advance professional competency and continuous professional development of officers involved in building safety testing, quality assurance, buildings and climate change
Oversee building asset management in Kenya
