PSC Chief Electrical Engineer (Electrical Services) Jobs in Kenya
Qualifications for appointment
Served for a minimum period of three (3) years in the grade of Deputy Chief Electrical Engineer (Electrical Services), CSG 5 or in a comparable and relevant position in the public service
Bachelor of Science or Engineering degree in Electrical and Electronics Engineering, Electrical and Telecommunications Engineering, Electrical Engineering, Telecommunications and Information Engineering, Electronics and Computer Engineering, Electrical and Communications Engineering, Mechatronics Engineering or its equivalent qualification from a university recognized in Kenya
Master’s degree in Electrical Engineering, Construction Engineering and Management, Project Management or its equivalent qualification from a university recognized in Kenya
Registered by Engineers Board of Kenya (EBK) as a Professional Engineer
Registered as a Corporate Member of the Institution of Engineers of Kenya (MIEK)
Valid annual practicing license from the Engineers Board of Kenya
Certificate in Leadership course lasting not less than four (4) weeks from a recognized institution
Demonstrated high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of the electrical engineering services function
Thorough understanding of national goals, policies and objectives and ability to relate them to the electrical engineering services function and aspirations of Vision 2030
Duties and responsibilities
Oversee formulation, implementation and review of policies, legislation, strategies, masterplans, standards, guidelines, procedures, regulations and frameworks pertaining to electrical, electronics and telecommunications engineering services
Oversee development, planning, designing, installation and maintenance of electrical engineering services including telecommunication systems, instrumentation of control systems, communication networks (wireless networks, fibre optics and satellite communication systems), ensuring they meet performance, safety and efficiency standards
Oversee provision of consultancy, capacity building, technical support and advisory services to ministries, departments, counties and agencies (MDAs) on electrical, electronics and telecommunications engineering services
Approve consultants’ and contractors’ plans and designs pertaining to electrical infrastructure development and maintenance for implementation
Ensure development, implementation, review, monitoring and evaluation of quality and risk management plans for electrical engineering services projects
Ensure development and implementation of energy efficiency systems and green technologies for resilience and mitigation of climate change effects
Facilitate feasibility studies and environmental social impact assessments to determine viability of electrical engineering services projects
Ensure compliance of electrical engineering services with national and international regulations, building codes and safety standards, including lightning protection standards in lightning-prone areas
Facilitate quality assurance, performance and technical audits, and monitoring and evaluation of electrical engineering services projects and programmes
Establish partnerships and collaborations with counties and other key stakeholders in support of electrical engineering services programmes and projects
Promote research, innovation, business process re-engineering, application of new technologies and knowledge transfer in electrical engineering services
Establish and maintain database and inventory for electrical engineering services
Facilitate design, implementation and review of professional development, graduate internship and industrial attachment programmes in consultation with key stakeholders
Manage and ensure prudent utilization of assets and resources pertaining to electrical engineering services
Prepare and submit annual reports on electrical engineering services, cabinet memos and responses to parliamentary queries
Oversee preparation of strategic/work and procurement plans, budgets and performance targets
Build capacity and manage performance
