PSC Assistant Director, Probation Jobs in Kenya
Qualifications for appointment
Cumulative service period of eight (8) years, three (3) of which must be at the grade of Principal Probation Officer, CSG 8 or in a comparable and relevant position in the public service
Bachelor’s degree in Social Work, Sociology, Criminology, Law, Counselling Psychology, Social Psychology or equivalent qualification from a university recognized in Kenya
Demonstrated professional competences and managerial ability as reflected in work performance and results
Duties and responsibilities
At Headquarters
Develop, implement and review Probation and Aftercare policies
Coordinate compliance to presentence, bail, sentence review, release boards assessment reports
Analyse and prepare supervision reports from field stations
Design, pilot and disseminate offender-specific intervention models
Analyse efficacy of offender treatment interventions from field stations
Undertake benchmarks for best practices on emerging trends
Implement ratified international conventions on offender management
Develop and maintain a data bank on case committees and their membership
Compile a list of case committees and members for gazettement
Analyse case committee reports and recommendations for the National Case Committees
Design, pilot and disseminate crime prevention strategies and peacekeeping activities
Coordinate pre-release reports to Power of Mercy Committee, Borstal Institution Boards, Rehabilitation School Committees
At Institutional Boards and Rehabilitation School Committees
Develop and implement child and youth justice strategies
Liaise with relevant stakeholders on offender management
Interpret and disseminate offender data and programs to relevant government agencies and stakeholders
Coordinate appraisals, surveys and reviews on offender and victim service programs
Coordinate storage and retrieval of information on offenders and probation and aftercare programmes
Prepare periodic progress reports
At Regional Offices
Undertake Community Service Orders and Probation and Aftercare functions
Undertake quality control functions
Prepare and present reports for special needs offenders
Coordinate implementation of restorative justice programs
Conduct home visits and follow-ups for high-risk offenders’ resettlement and rehabilitation
Coordinate identification, engagement and induction of Community Probation Volunteers
Supervise and strengthen Community Probation Volunteers program
Undertake social inquiries for high court cases
Undertake supervision of high-risk offenders
Prepare bail assessment reports for high-risk cases
Rehabilitate high-risk offenders and administer appropriate interventions
Organize and participate in case conferences and case committees
Undertake assessment of high-risk offenders
Coordinate prevention of sexual and gender-based violence (SGBV)
At Probation Institutions
Coordinate admission, assessment and classification of probationers
Spearhead development, implementation and review of supervision plans for probationers admitted to institutions
Ensure temporary safe accommodation and provision of basic amenities for probationers admitted
Coordinate offender vocational training, rehabilitation, treatment and reintegration programs
Coordinate stakeholder engagement on offender management
Coordinate supervision of offenders in accordance with risk levels
Guide implementation of recommendations of case committees and management committees
Facilitate formal education for school-going probationers as well as relevant skills training
Facilitate empowerment of offenders for resettlement
Prepare periodic progress reports
