PSC Assistant Director, Irrigation Development Coordination Jobs in Kenya



Qualifications for appointment

  • Cumulative service period of seven (7) years, three (3) of which must have been in the grade of Principal Irrigation Officer (Development Coordination), CSG 8 or in a comparable and relevant position in the public service

  • Bachelor’s degree in Agricultural Engineering, Agricultural and Biosystems Engineering, Environmental Biosystems Engineering, Biosystems Engineering, Water and Environment Engineering, Soil and Water Engineering, Civil Engineering, Agriculture, Agricultural Economics, Agribusiness, Horticulture, Soil Science, Environment and Land Use Management, Agricultural Education and Extension, Agricultural Resource Management, Dryland Agriculture, Range Management, Natural Resources Management, Geography, Geology and Environmental Science, Climate Sciences, Statistics, Finance, Economics, Project Management or equivalent qualification from a university recognized in Kenya

  • Registration with a relevant professional body where applicable

  • Shown merit and ability as reflected in work performance and results

    Duties and responsibilities
  • Monitor and evaluate impacts of policies, legislation and guidelines and initiate reviews

  • Undertake analysis of sectoral policies, regulations and standards, and provide advice

  • Develop and implement monitoring and evaluation strategies to ensure realization of intended objectives

  • Develop guidelines and principles for setting water tariffs for irrigation water in collaboration with county governments and stakeholders

  • Prepare joint work plans aligned to strategy in collaboration with stakeholders and monitor implementation

  • Assess sector financing needs, gaps and lay out strategies for bridging financing gaps

  • Explore and pursue opportunities for private financing in the sector through innovative Public Private Partnerships for irrigation infrastructure development, management and crop production

  • Develop guidelines and operationalize an irrigation fund to support de-risking PPPs and promote blended finance initiatives in liaison with county governments and stakeholders

  • Develop a framework for establishment of partnerships, linkages and collaborations with stakeholders in support of irrigation development and management

  • Develop and implement strategies for resource mobilization to support irrigation programmes and projects

  • Identify and assess blended financing initiatives in liaison with county governments and stakeholders

  • Provide input for the MTEF budget process for the sector

  • Develop a database for financing options and amounts in the sector

  • Prepare regular (annual) sector financing reports

  • Provide input in the development of a framework for monitoring, evaluation and reporting on implementation of sector plans, reform initiatives, programmes and projects in collaboration with key stakeholders

  • Develop and implement irrigation and drainage sector monitoring and evaluation systems

  • Operate and maintain the irrigation and drainage management information system

  • Appraise National Irrigation Authority annual performance reports

  • Compile reports for preparation and publication of the Annual Irrigation Development Status Report to Parliament on the status and needs of the irrigation sector

  • Assess and analyse strategic partnerships and collaborations required for implementation of the sector strategy, including with MDACs

  • Explore new partnerships, linkages and collaboration opportunities with MDACs, development partners, institutions and other stakeholders

  • Prepare reports on partnerships and make appropriate recommendations

  • Provide input in bilateral relations and agreements for implementation
