    CRS/Ethiopia has a highly diverse portfolio ranging from very large food-supported emergency response to cutting edge development programs.

    The current CRS/Ethiopia budget stands at $100 million with funding from the U.S. Government, UN agencies, private foundations, individual donors, and CRS private funds.

    Job Summary:

    You will manage, coordinate, and monitor project activities and relationships with partners and other project stakeholders to assist the achievement of the JEOP cash programming project objectives advancing Catholic Relief Services’ (CRS) work serving the poor and vulnerable.

    Your project management skills and knowledge of the program area will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of this project.

    Job Responsibilities:

    You will supervise:

  • Lead technical, budget management, monitoring and reporting activities through most of the project cycle - start-up, implementation and close-out - in line with CRS program quality principles and standards, donor requirements, and good practices.
  • Oversee key project design activities, incl
    uding conducting relevant assessments (e.g. market and feasibility assessments), identifying appropriate financial service providers (in close collaboration with CRS Operations staff), and developing Standard Operating Procedures (SOPs) for registration, verification and distribution.
  • Liaise regularly with RedRose and manage the Cash & Asset Transfer (CAT) Platform for effective management of beneficiary and financial transaction information.
  • Ensure partners and other project stakeholders (e.g. FSPs) are oriented/trained on the CAT platform and are able to use it effectively.
  • Establish and maintain up to date Detailed Implementation plan (DIP) including all key aspects of project implementation in close collaboration with partners.
  • Effectively manage implementation of Cash Programming in line with agreed SOPs and minimum quality standards, including closely following up on procedures/activities outlined in the Detailed Implementation Plan, timely processing of financial requests/disbursements, and monitoring activities.
  • Ensure timely disbursements of cash transfers to targeted recipients in line with planned schedule in close collaboration with partners.
  • Troubleshoot implementation issues that arise and keep CRS JEOP Program Management team updated on progress and challenges.
  • Ensure learning and monitoring properly accompanies project activities throughout the project cycle (including distribution monitoring, post-distribution monitoring and market monitoring).
  • Support accountability through coordinating project evaluation activities following MEAL Policy.
  • Proactively identify issues, report them to inform adjustments to plans and implementation schedules.
  • Engage and strengthen partnerships relevant to cash programming, applying appropriate application of partnership concepts, tools and approaches.
  • As needed, support partners with recruitment, onboarding and capacity building of technical and implementation support staff in the technical area of cash programming.
  • Represent the organization with donors, INGO working groups, UN, relevant local partners and relevant local government and community actors for cash programming.
  • Attend and represent CRS at Ethiopia Cash Working Group meetings as requested, in coordination with other CRS Country Program stakeholders.
  • Coordinate activities required for ensuring the financial, material and human resources for the quality implementation of the project.
  • Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
  • Effectively and responsibly manage and track cash programming equipment and assets.
  • Identify staff capacity needs and technical assistance needs of partner organizations and project stakeholders and contribute to capacity strengthening and required interventions to support quality project implementation.
  • Directly supervise and mentor JEOP Cash Project Officer (PO), developing his/her capacity in the area of cash implementation and effectively manage performance through CRS’s performance management system.
  • Assist with preparation of trends analysis reports and disseminate results.
  • Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements.
  • Serve as co-lead for CP Cash Working Group, coordinating and facilitating meetings as per the ToR.

    Job Requirements

    Typical Background, Experience & Requirements:

    Education and Experience

  • An advanced degree (master’s or Ph.D.) in a relevant field including international development, project management, agriculture, natural resource management, climate adaptation, and/or food security.
  • An advanced degree can be substituted with an additional 3 years of relevant experience.
  • Minimum 8 years demonstrated experience with USG or other similar development projects ideally in the field of Cash and for an NGO.
  • Additional experience may substitute for some education.
  • Relevant grant management experience, especially for USG or other public donors, a plus.
  • Staff supervision experience.
  • Experience working with stakeholders at various levels and strengthening community partnerships.
  • Experience with partnership activities and institutional strengthening, preferably with a religious partner.
  • Experience with capacity building, including training mentoring as well as developing training materials.
  • Ability to contribute to the development of technical proposals, a plus.
  • Experience analyzing data and contributing to evaluation reports.
  • Strong English writing skills, a plus.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), as well as online data collection and data management platforms (e.g. iFormBuilder, KOBO, CommCare, RedRose-One Solution, LMMS, etc.).
