Women Empowered (WE) is a PCI global initiative dedicated to promoting the economic and social empowerment of women through the formation of self-managed and self-sustaining savings groups.

In Tanzania, PCI’s Women Empowered (WE)program is part of a Food for Education project in the Mara region and is currently working to integrate several initiatives into WE programming, including the Personal Advancement and Career Enhancement (PACE) initiative, Basic Business Skills curriculum, and the DreamSave pilot project.

PCI WE is also currently working on a project to expand WE programming in the Arusha region.

This position will provide quality assurance and monitoring and evaluation support to the Women Empowered portfolio across all these projects.

Objective of the Position:

  • To support and ensure quality programming within WE’s work across various program activities
    In collaboration with the MLE and WE teams, to develop and implement the monitoring and evaluation plan for WE’s work across FFE, PACE, and DreamSave, including systems and tools for data collection, analysis, verification and reporting, in collaboration with program staff and relevant stakeholders.
  • To provide technical support and coordination of program evaluations
  • To provide regular feedback on progress against targets to inform and achieve intended program outputs and outcomes.
  • To build capacity of program staff and stakeholders to implement activities and integrate timely and accurate project data to enhance respective program/ project planning and decision making.
  • This position will report directly to the MLE Coordinator based in Musoma.

    Education:
  • University degree (Bachelor's degree in related field, or six years related experience and/or training; or Master’s degree) in social science, with substantive expertise in monitoring and evaluation methodologies
  • Strong computer skills including Microsoft Office suite, including knowledge of common statistical software packages
  • Strong English speaking and writing skills to prepare reports, promotional materials and oral presentations

    Experience:
  • Strong understanding and up-to-date technical knowledge of best practices in quality assurance, including monitoring and evaluation.
  • Knowledge and experience in mobile phone technology platforms preferred.
  • Experience and capacity in developing and institutionalizing quality assurance and MLE systems and standards
  • Experience with data collection, management, analysis, and report production
  • Experience with capacity building of project staff, partners, government officials, community leaders, and community-based organizations
  • Experience with microfinance or village savings/loans groups preferred

    Key Areas of Responsibility:
  • In collaboration with the Food for Education MLE team, review, update, and build upon previously designed WE M&E strategy documents to implement an effective WE M&E plan,
    in accordance with the project design, approved indicators and targets, and in PCI’s standard templates and procedures.
  • Support the coordination, design and implementation of project evaluations and special studies.
  • Coordinate with headquarters MLE staff on WE MLE strategy and plans, implementation progress, data quality issues and other MLE activities on a regular basis.
  • In collaboration with MLE team, coordinate the use of mobile technology enabled data collection for field staff and enumerators.
  • Ensure project reports (progress and donor-required reports, including success stories and best practices) are prepared on time and submitted for further review before submitted to the donor.
  • PCI is partnering with GAP Inc. of the US to implement GAP Inc.’s P.A.C.E. (Personal Advancement and Career Enhancement) program.
  • P.A.C.E. is an educational learning method that provides women with fundamental skills and support to help them advance in their work and personal lives.
  • As such, the incumbent will: In collaboration with the WE and MLE teams, support the adaptation of PACE data collection tools for use in Tanzania
    Oversee and support data collection, entry, analysis, verification and report production on project activities.
  • Support project staff to collect, consolidate, and organize project data to ensure timely, accurate and comprehensive reporting.
  • In collaboration with the MLE team, coordinate the use of mobile technology enabled data collection for field staff and enumerators.
  • Ensure project reports (progress and donor-required reports, including success stories and best practices) are prepared and submitted on time for further review before being submitted to the donor.
  • PCI has partnered with a US based IT company, DreamStart Labs, to develop “DreamSave”, a mobile phone application for savings groups record keeping. To support development stages of this innovation, the incumbent will:
  • Serve as the primary technical MLE point of contact for PCI’s international research partner
  • Provide technical feedback on research tools and protocols and serve as local lead for pilot of tools
  • Oversee data collection, entry, analysis, verification and report production on project activities.
  • Support project staff to collect, consolidate, and organize project data to ensure timely, accurate and comprehensive reporting.
  • In collaboration with the program and MLE team, coordinate the use of mobile technology enabled data collection for field M&E staff and enumerators.
  • Supervise enumerators during data collection activities
