Academy of Sciences (EAS) was launched in April 2010 and recognized by an Act of Parliament (Proclamation No. 783/2013) as an independent body mandated to provide, inter-alia, evidence-based policy advice to the Government and other stakeholders.

Its major activities include undertaking consensus studies, conducting convening activities such as public lectures, conferences, workshops and symposia on issues of national priority; as well as promoting science, technology and innovation.

EAS would like to invite qualified candidates to apply for the Procurement Officer position.

Job Summary

Under the supervision of the Administration and Finance Manager, the Procurement Officer is responsible for effecting procurement in timely and cost effective manner and in compliance with EAS’s procurement policies and procedures.

Specific Duties and Responsibilities

  • Receives approved requisitions from Administration and Finance Manager and makes contacts with suppliers;
  • Based on the policies and procedures of the Academy collects proforma invoices and submits to the concerned authority for approval;
  • Checks that all purchase requests directed to her/him are approved by the designated authority and are included in the budget of the Academy;
  • Prepares purchase orders, submits for approval and follows up the receiving process while inspecting the compliance of purchased items against the predefined specifications and/or samples before receiving.
  • Prepares requests for payment and pays to
    suppliers;
  • Delivers goods to store against Goods Receiving Note that is in perfect compliance to the original specification on the Purchase Requisition, Purchase Order and the Invoice;
  • Submits the Goods Receiving Note, Invoices and all other relevant documents to the Finance and Administration Department and settles the account;
  • Prepare reports on purchases, including cost analyses;
  • Ensures that purchases are made in the best interest of EAS;
  • Drafts procurement contracts in accordance with the Procurement Endorsing Committee;
  • Follows up and settles electricity, water, telephone bills timely;
  • Performs other duties as may be assigned by the supervisor.

    Job Requirements

    Education/training

  • MA/BA in Procurement & Supply Chain
  • Management/Management or related

    Experience
  • 2/4 years of experience in related work.

    Technical and Other Skills
  • Knowledge of the local market; availability and location of goods/services, relative price;
  • Familiarity with Ethiopian government’s procurement proclamation, directive and procedures;
  • Proven experiences in International procurement;
  • Solid Computer skill (proficient in world, excel, and power point);
  • Good organizational and communication skills;
  • Trust worthy and reliable;
