    Responsibilities


    Project Planning and Implementation


  • Prepare specific project plans for Practical Action’s Safe Pair of Hands project ensuring that the plans conform to donor conditions and Practical Action Eastern Africa’s strategic direction.
  • Ensure there is good understanding of the objectives and delivery models for distinct
    projects among the stakeholders to avoid confusion, competition for partners & double
    reporting
  • Ensure that implementing partner staff monitor and support the timely and appropriate
    utilization of budgeted resources for project activities;
  • Ensure designs and bill of quantities for hardware such handwashing units and plumbing
    works are prepared in good time for timely implementation.
  • Build a database of technical and associated socio-economic issues and human resources related to the Safe Pair of Hands project.
  • Ensure that projects are implemented according to contract (in terms of budget, activities and timeframe) and that any amendments are sought and confirmed with the donors through the Urban Services Portfolio Manager.
  • Ensure clear understanding from project team members and partners of measureable
    project targets and objectives.
  • Ensure that project is effectively and systematically monitored, appraised and evaluated and that findings guide the continued successful implementation and inform the
    development of other new initiatives.
  • Work effectively with finance team to ensure projects are implemented according to contract (in terms of budget, activities and time frame) and that any amendments are cleared with donors in a timely manner.
  • Ensure partnerships are carefully developed and properly managed to maximise project
    impact and the development of relevant capacity for sustainability.
  • Collate information from the various projects and use this to provide regular reports on progress (financial and narrative).
  • In consultation with Urban Services Portfolio Manager and WASH Markets Advisor
    participate in mentoring entrepreneurs on soap and handwashing facilities

    Financial management and administration

  • Ensure financial resources are managed and utilised in accordance with organisational
    policies, procedures and principles.
  • Ensure the timely and accurate preparation of project and operational budgets, and their
    submission to the Finance department through the Urban Services Portfolio Manager.
  • Ensure the effective and timely management and control of operating budgets, and monitor
    project and operational expenditure against approved budgets and ensure that expenditure
    does not exceed these.
  • Supervise all project monies received for the various projects and ensure that regular and accurate accounts are forwarded to the regional head office.
  • Ensure that project purchases, equipment maintenance and/or repairs and use of Practical
    Action East Africa resources and/or assets comply with the organisation’s procurement and
    operational guidelines and general policies.
  • Ensure procurement for the project deliverables are done in a timely manner.


    Monitoring, Evaluation and Learning

  • Participate in design, administration and reporting
    for surveys; KAP, baseline, end of project evaluation.
  • Document and disseminate best practices on WASH projects.
  • Ensure accurate and timely data collection by project staff, KUAP and partners for reporting purposes
  • Ensure that business processes, standards and guidelines related to WASH initiatives
    developed in coordination with M&E team are effectively integrated in activity implementation.
  • Develop monthly, quarterly, annual and end of projects reports on water and hygiene
    promotion and ensure that the reports are prepared in a timely manner and in accordance
    with PA and Donor requirements.
  • Ensure effective lesson learning, information management and lesson sharing through the Practical Answers and Communication team.

    Fundraising and Marketing

  • Closely work with the Urban Services Portfolio Manager on new ideas and business
    development.
  • Ensure that innovations, technologies and new areas of developing project targets are
    identified and investigated for development and transfer to users at both policy and practice
    levels and ensure that Practical Action remains on the cutting edge.
  • Ensure sharing between team members, colleagues and peers – both internally and
    externally – thus ensuring that the programme is contributing access to relevant knowledge
    and lessons learning.

    Liaison and Communication

  • Represent Practical Action in the area to local government, local communities, NGOs and
    other actors.
  • Develop and maintain professional links with development agencies, government bodies,
    county governments, technical and economic specialists, universities and other professional institutions.
  • Develop informal networks / panels of external advisors to assist in the planning and review of work as appropriate.
  • Establish a working relationship with the stakeholders such as PHO, CHVs, NPA,
    KIWASCO, Master Operators and local administration and ensure they are appropriately engaged in project activities.

    Staff Functions

  • Ensure that adequate and up-to-date job descriptions exist for all positions in the project.
  • Line-manage personnel (including staff, volunteers, interns, consultants and short-term
    employees) engaged for Safe Pair of Hands project.
  • Manage project staff performance by ensuring that all team members have clear objectives and metrics for measuring success and are provided regular feedback to enhance
    performance.
  • Through regular performance review meetings, carry out regular performance appraisals with relevant staff, providing regular feedback on performance.
  • Ensure staff development occurs by periodically reviewing individual team member
    performance against job descriptions and annual objectives and recommending staff development training plans that are subsequently implemented.

    Other Responsibilities

  • Oversee the administrative and logistical support to project delivery including ensuring
    suppliers are up to date, vetted and procedures are in accordance with Practical Actions
    finance and procurement policies.
  • Any other relevant responsibility as may be assigned by the supervisor or the RD.


    Qualifications


  • Degree in Public/Environmental/Community Health or a related field.
  • Post graduate diploma in project management is an added advantage
  • At least seven (5) years’ work experience in development or a relevant technical field, with a minimum of three (3) years of managing community based Sanitation and hygiene projects
    with evidence of successful implementation.
  • Experience in project design and implementation, proposal writing, needs assessments, surveys, and information management.
  • Working experience with communities and partner organisations.
  • Experience in supervising, training, and coaching staff
  • Experience in behaviour change communications
  • Good understanding of child learning styles
  • Good Knowledge and understanding of development issues affecting Kenya and the region.
  • Understanding and experience of community development processes.
  • Excellent analytical and conceptual thinking skills
  • Strong computer skills in word-processing, spread sheets and email/internet
  • Ability to work in a team, and work with minimal supervision
