We are looking for a Senior Advisor, Strategy, Research, Evaluation and Learning to provide technical leadership for the cultural transformation for data use for decision making activities under an anticipated 5 years USAID-funded electronic Health Information System activity.

  • Your contribution

  • People Management

  • Leads the team of data scientists, analytics specialists, survey, and capacity building staff report to the Advisor.
  • Provides guidance, capacity strengthening, and leadership to project and PSI Regional staff in conjunction with Regional Project Directors
  • Represent PSI to donor and externally, specifically with Ministry of Health
    Data Use, Training, and Facilitation

  • Support capacity building on data manipulation and analysis
  • Assess current practices on data use
  • Develop strategies for the promotion of data use at all levels
  • Support the development and rollout of standardized process and guidance to support data use implementation
  • Contribute to the evidence base of best practices in designing data use interventions
  • Identify, document and share best practices of data use globally, among health facilities and health management units

    Research

  • Co-leads research, including Behavioral Insights to identify behavior change opportunities that increase the culture of data use amongst health workers as well as barriers that affect data use
  • Develops evaluation frameworks to measure change in behavior related to data use and technology adoption

    Strengthen M&E

  • Implementation of DHIS2 and other Health Systems; connect different health systems data for validation and triangulation
  • Strengthen M&E systems through automation of data quality assurance tools, building dashboards to monitor data quality, training M&E teams
  • Provide technical and financial support to MOH to continuously update data quality and data use national guidelines
  • Provide technical support at all levels of the health system to reward and incentivize data quality and data use among health facilities and health management units
  • Provide technical support to service delivery points and health management units to conduct regular data quality assurance
  • Establish alert systems for different performance benchmarks and cases of epidemic proportions

    The basics

  • Bachelors Degree with a major in Computer Science, Statistics, Epidemiology, Research and / or a related discipline

  • Minimum of 7 years of relevant work experience and a proven track record
  • Experience in designing and implementing monitoring, evaluation and learning systems for international donor-funded projects; knowledge of USAID system of indicators, results, and reporting preferable.
  • Demonstrated success in leading a monitoring and evaluation portfolio, including coordinating data collection activities of multiple staff.
  • Demonstrated success in data management and analysis, monitoring, evaluation, and learning (MEL), disease surveillance, mapping, and/or assessment.
  • Experience in designing survey and research tools, data collection, statistical analysis, qualitative research, and dissemination of results.
  • Demonstrated success providing technical leadership on data collection and use to national (government and/or non-government) stakeholders.
  • Possess an advanced understanding of national M&E systems, including DHIS2 and the components of an M&E system and how capacity can be built to sustain M&E systems.
  • Demonstrated ability to successfully communicate technical/data-related information
  • Possesses excellent communication skills in English
  • The successful candidate will be required to pass a background check.
